TITLE

Resolution relating to the funding and construction of Phase I of Hartung Park with a State of Wisconsin Stewardship Local Assistance Grant with a total project cost of $500,000 with a grantor share of $250,000 and a city match of $250,000.

ANALYSIS

This resolution authorizes the Department of Public Works to fund and construct Phase 1 of Hartung Park project with a State of Wisconsin Stewardship Local Assistance Grant. The total cost of the project is $500,000 with a grantor share of $250,000 and a City share of $250,000. The City local share of $200,000 is budgeted in the 2008 DPW Administrative Capital Budget and $50,000 is budgeted in the 2008 DPW Operations Capital Budget as indicated in Common Council File 061445. The purpose of this grant is to aid in the funding for the construction of Phase 1 of Hartung Park, a recreational facility proposed for the Hartung Quarry site.

BODY

Whereas, On July 12, 2006, the Common Council adopted File Number 060292, a resolution designating the Hartung Quarry property as the site of a future park, to be known as “Hartung Park,” and endorsing the “Hartung Quarry Park Conceptual Development Plan and Proposed Site Features” as the plan for future development of Hartung Park; and

 

Whereas, On April 17, 2007, the Common Council adopted File Number 061445, a resolution authorizing the Department of Public Works to apply for and accept a State of Wisconsin Stewardship Local Assistance Grant for the development of Phase I of Hartung Park; and

 

Whereas, The City of Milwaukee has accepted a $250,000 State of Wisconsin Stewardship Local Assistance Grant; and

 

Whereas, The project costs for Phase I of Hartung Park would total $500,000, of which $250,000 (50%) would be provided by the grantor and $250,000 (50%) is the local out-of-pocket City share (including the City and its project partners) required to receive the grant; now, therefore, be it

 

Resolved, That the City comptroller is authorized to create within the Capital Grant and Aid Projects Fund the project grant numbers for Phase 1 of Hartung Park.

Further Resolved, That these funds are appropriated to the Department of Public Works, which is authorized to expend from the amount budgeted for specific purposes as indicated in the grant budget; and, be it

 

Further Resolved, That the Commissioner of the Department of Public Works shall have the authority to authorize transfers within the project budget so long as the amount expended for any purpose shall not exceed the amount authorized by the budget by 10% and such transfers are in accordance with grantor regulations.
