Title
Substitute resolution directing the City of Milwaukee’s representatives on the 440th Local Redevelopment Authority to recommend that the 440th Local Redevelopment Authority approve a reuse plan compatible with Milwaukee County’s 1993 Airport Master Plan with the balance used for aviation support, in the 13th Aldermanic District.

This substitute resolution directs the City of Milwaukee’s representatives on the 440th Local Redevelopment Authority to recommend that the 440th Local Redevelopment Authority approve a reuse plan compatible with Milwaukee County’s 1993 Airport Master Plan with the balance used for aviation support.
Body
Whereas, On May 31, 2006, the Common Council adopted File No. 060126, which authorized the City of Milwaukee’s (“City”) participation in an intergovernmental agreement with the State of Wisconsin and Milwaukee County to create an authority for the redevelopment and reuse of property in the City made available by the closing of the 440th Air Force Reserve Station; and
Whereas, The parties have established an intergovernmental redevelopment and reuse authority known as the Milwaukee 440th Local Redevelopment Authority (“440th LRA”), pursuant to the authority granted under Section 66.0301, Wisconsin Statutes, and relevant Federal law; and
Whereas, The 440th LRA is responsible for the development of a vision for the reuse of the Air Force Reserve Station and a specific plan of action to achieve this vision; and
Whereas, The 440th LRA has adopted goals for the Reuse Plan, which include (1) provide enhanced opportunities for business growth and development; (2) maintain an open and transparent planning and implementation process; (3) coordinate redevelopment with other on-going planning processes in the region; (4) develop realistic and fiscally responsible Intermediate and Long-Term Reuse Plans that recognize and acknowledge that the runway envisioned by the FAA and County-approved Airport Master Plan will be an essential component that supports long-term regional growth; (5) capitalize on the development opportunities for the 440th lands that recognize the inherent value of the site to aviation-related activities while remaining flexible throughout the redevelopment planning process; and (6) incorporate economic feasibility and appropriate environmental standards as key elements of the Intermediate and Long-Term Reuse planning process; and
Whereas, The 440th LRA is considering adoption of a Reuse Plan that meets these goals by recommending that the entire 440th Air Reserve Station property be conveyed via Public Benefits Conveyance (“PBC”) to the Milwaukee County Airport Division with support of the Federal Aviation Administration; and
Whereas, The proposed Reuse Plan recommends that land needed for future expansion of the Airport will be designated as such and all remaining land will be designated for use by aviation-dependent businesses that require direct Airport access and for aviation-support businesses; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City’s representatives on the 440th LRA are directed to recommend that the 440th LRA approve a reuse plan compatible with Milwaukee County’s 1993 Airport Master Plan with the balance used for aviation support; and, be it
Further Resolved, That the City’s representatives on the 440th LRA are directed to work with the appropriate Milwaukee County officials to ensure City review of short and long-term property management arrangements and possible future off-site land uses related to the Air Force Reserve Station.
