Analysis
This resolution authorizes the City of Milwaukee to make a $10,000 contribution toward the purchase of identification signage for the nearly 200 high-tech businesses that currently operate in Downtown Milwaukee. We Energies has partnered with Kahler Slater Architects for this sign identification initiative to visually identify the largest cluster of high-tech businesses in the State to convey to local, regional and national audiences that Milwaukee has a vital and growing high-tech business sector. The Collaborative Downtown Associations (BID No. 21, Westown, Eastown and Historic Third Ward Associations) have partnered to promote and publicize this initiative. We Energies has committed to match the City's contribution.

Whereas, The City of Milwaukee's ("City") Capital Budget provides for the Development Fund; and
Whereas, The City has an ongoing commitment to support, market and encourage the growth of Milwaukee's high-tech business sector; and
Whereas, The City wishes to contribute $10,000 for a sign identification initiative to which We Energies has committed to match the City's contribution; and
Whereas, This initiative is the outgrowth of an exhaustive study funded by Kahler Slater Architects regarding Milwaukee's ability to recruit and retain high-tech business; and
Whereas, The visual impact of identifying the largest cluster of high-tech businesses will help overcome the perception that Milwaukee remains a traditional manufacturing town and will help attract additional businesses, workers and ancillary businesses which service these firms and their workers; and
Whereas, Private contributions will match or exceed the City's contribution for this initiative; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the City Comptroller is authorized and directed to transfer the sum of $10,000 from the Development Fund Account No. UR033010000 to Project Account No. UR03394200 following the City Attorney's determination of the taxability or nontaxability of the specific borrowing required under this resolution; and, be it
Further Resolved, That the City Comptroller, in conjunction with the Commissioner of the Department of City Development, is authorized and directed to establish any and all subaccounts in accord with generally accepted accounting practices and the City guidelines necessary to maintain the fiscal control to carry out the intent and purpose of this resolution; and, be it
Further Resolved, That the Commissioner of the Department of City Development is authorized and directed to enter into an agreement with the Collaborative Downtown Associations to carry out project activities; and, be it
Further Resolved, That all City officials, departments, boards and commissions are authorized and directed to assist and cooperate with said initiative.
