This resolution directs the Department of Administration - Intergovernmental Relations Division to lobby in support of state legislation requiring the Wisconsin Department of Transportation to disallow owners of human service vehicles from conducting their businesses in residential areas as part of the department's human service registration process.

BODY:

Whereas, The State of Wisconsin Department of Transportation registers human service vehicles which are used for the purpose of transporting disabled persons and elderly persons in connection with a transportation assistance program for such persons; and

 

Whereas, In the City of Milwaukee, many owners, operators and lessees of human services vehicles registered by the state conduct their businesses within various residential areas of the city; and

 

Whereas, The placement of human service vehicles by such owners, operators and lessees in residential areas has become a source of great concern to residents; and

 

Whereas, The proliferation of transportation businesses in residential areas has an adverse impact by exacerbating neighborhood parking conditions, driving down property values and creating a demoralized atmosphere; and

 

Whereas, The City of Milwaukee is greatly concerned about the spread of transportation businesses operating human service vehicles in residential areas; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration - Intergovernmental Relations Division is directed to lobby the Wisconsin Legislature in support of state legislation requiring the Wisconsin Department of Transportation to disallow owners of human service vehicles from conducting their businesses in residential areas as part of the department's human service vehicle registration process.
