This ordinance amends the existing public passenger vehicle regulations to require that applicants for a public passenger vehicle license, at the time they replace a vehicle or place an existing vehicle in service, provide a certificate of registration. Currently, regulations only require "registration" and not an actual certificate of registration. Because state law allows registration to occur by mailing a completed application, it is possible for an applicant to obtain a public passenger vehicle license without presenting an actual certificate of registration. A certificate of registration is what is normally required by the city clerk and the police department to place a public passenger vehicle in service. The ordinance conforms the existing regulations to administrative practice, and thus eliminates an ambiguity from the current ordinance. In addition, persons whose public passenger vehicle licenses have been terminated because of a Wisconsin department of transportation waiting period in 1998, may apply for reinstatement of those licenses within 30 days of the effective date of this ordinance.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1. Section 100-51-6 of the code is amended to read:
 
100-51. Vehicle Inspection.
 
6. DOCUMENTS. a. No vehicle shall be inspected unless prior to the inspection the permit and the >>certificate of<< vehicle registration, meter permit, meter inspection slip and trip sheets are presented to the inspecting officer. [[New applicants are required to present their vehicle registration.]]
 
>>b. Applicants for transfer under s. 100-50-2-b-2 and licensees replacing a vehicle under s. 100-50-8 who cannot obtain a certificate of vehicle registration, because of a waiting period imposed by the Wisconsin department of transportation, may present an application showing proof of receipt of the application by Wisconsin department of transportation and payment of the registration fee. Licensees providing the proof of application shall present the certificate of vehicle registration to the city clerk as soon as it is issued. Taxicab licensees that have had their licenses terminated per s. 100-50-5 because of a waiting period from the Wisconsin department of transportation since January 1, 1998, may apply for reinstatement of their permit within 30 days of the effective date of this paragraph [city clerk to insert date].<<
