Title
Substitute resolution to amend one project agreement and terminate one project agreement with the Wisconsin Department of Transportation for the programming and construction of traffic signal improvements at various locations in the City of Milwaukee under the Hazard Elimination Safety Program.
Analysis
This resolution authorizes the City Comptroller to adjust existing Project/Grant Chartfield Values within the Capital Grant and Aid Projects due to an adjustment to the cost and scope of the traffic signal improvements at various locations using Hazard Elimination Safety Program funds.
Body
Whereas, Common Council File Nos. 040231 and 041167 authorized the Commissioner of Public Works to execute two agreements for traffic signal improvements and installations of red light hold at various locations using Hazard Elimination Safety Program (HES) funds; and
Whereas, Project I.D. 2984-75-06/76 (City Street Locations) will be decreased in scope because the red light hold feature is not available but LED signal modules will still be installed; and
Whereas, This change in scope decreases the project cost by $612,500 to $137,500 with a decrease of $547,500 to $12,500 for preliminary engineering and a decrease of $65,000 to $125,000 for construction; and
Whereas, Project I.D. 2984-75-05/75 (Connecting Highway Locations) will be terminated due to an oversight by the Wisconsin Department of Transportation (WISDOT) in that traffic signal modifications on connecting highways are not approved for HES funds without a corresponding roadway project; and
Whereas, This termination decreases the project cost by $750,000 to $0.00 with a decrease of $560,000 to $0.00 for preliminary engineering and a decrease of $190,000 to $0.00 for construction; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute an amended project agreement for Project I.D. 2984-75-06/76, a copy of which is attached to this resolution file, and terminate the project agreement for Project I.D. 2984-75-05/75; and, be it
Further Resolved, That the City Comptroller is hereby authorized to adjust existing Project/Grant Chartfield Values within the Capital Grant and Aid Projects Funds as required.
