Substitute resolution approving contract extension contracts for pre-paid dental plans and for administrative services for the City's Flexible Spending Account program; approving contract awards for health maintenance organization services, preferred provider organization services, a fee-for-service dental plan, and administrative services for the City's Basic Health Plan, and authorizing the execution of contracts.

This resolution authorizes the execution of contracts relating to the City of Milwaukee's Prepaid Dental Benefit Plans, Flexible Spending Account Program, Fee-for-Service Dental Plan, Basic Health Plan, Health Maintenance Organizations, Preferred Provider Organization Services and Utilization Review Services.
BODY:
Whereas, The Department of Employee Relations - Employee Benefits Division was authorized by Common Council File No. 971739 to negotiate extensions of the city's existing pre-paid dental plan contracts and its contract with Fringe Benefits Management Company to administer the City's flexible spending account program; and to complete the Request for Proposal (RFP) processes for vendors for an Administrative Services Contract, a Preferred Provider Network Organization Contract, a Utilization Review/Case Management Contract, Health Maintenance Organization contracts, and a Fee-for-Service Dental Benefit Contract; and
Whereas, The Department of Employee Relations has negotiated contract extensions with Fringe Benefits Management Company for administration of the City's flexible spending account program, for a one-year term beginning January 1, 1999 and ending December 31, 1999; and
Whereas, The Department of Employee Relations has negotiated contract extensions with CAREPLUS DENTAL PLANS, INC.; First Commonwealth Limited Health Service Corporation, and DENTACARE for pre-paid dental plan services for a one-year term beginning January 1, 1999 and ending December 31, 1999; and
Whereas, The Department of Employee Relations has completed an RFP process for a vendor for the Administrative Services for the City's Basic Health Plan and recommends that a contract with Wisconsin Physicians Services (WPS) be entered into for a three-year term beginning January 1, 1999 and ending December 31, 2001; and
Whereas, The Department of Employe Relations has completed an RFP process for a vendor for the Preferred Provider Network Organization for the Basic Health Plan and recommends that a contract with Blue Cross-Blue Shield United of Wisconsin be entered into for a three-year term beginning January 1, 1999 and ending December 31, 2001; and
Whereas, The Department of Employee Relations has completed an RFP process for a vendor for the Utilization Review/Case Management Services for the Basic Health Plan and recommends that a contract with CNR, Inc. be entered into for a three-year term beginning January 1, 1999 and ending December 31, 2001; and
Whereas, The Department of Employee Relations has completed an RFP process for a vendor for the Fee-for-Service Dental Plan Services and recommends that a contract with WPS/Delta Plan of Wisconsin, Inc. be entered into for a three-year term beginning January 1, 1999 and ending December 31, 2001; and
Whereas, The Department of Employee Relations has completed an RFP process for vendors providing services for Health Maintenance Organizations and recommends contracts with Compcare, Family Health Plan, Managed Health Services Insurance Corporation, Humana Health Plan, Maxicare Health Plan and PrimeCare be entered into for a three-year term beginning January 1, 1999 and ending December 31, 2001, at the rates specified in their respective proposals for 1999, and at rates to be negotiated and approved by the Common Council for the years 2000 and 2001; and
Whereas, The Common Council of the City of Milwaukee now desires to authorize the execution of contracts as set forth above; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the extension of pre-paid dental plan service contracts with Dentacare Dental Plan, First Commonwealth Limited Service Corporation, and Care-Plus Benefits Plan, Inc., for a one-year term beginning January 1 and ending December 31, 1999, is approved; and, be it
Further Resolved, That the extension of the City's existing contract with Fringe Benefits Management Company for administration of the flexible spending account program, for a one-year term beginning January 1, 1999 and ending December 31, 1999, is approved; and, be it
Further Resolved, That the award of a contract for Administrative Services in connection with the City's Basic Health Plan to Wisconsin Physicians Services, for a three-year term beginning January 1, 1999 and ending December 31, 2001, is approved; and, be it
Further Resolved, That the award of a contract for Preferred Provider Organization services in connection with the City's Basic Health Plan to Blue Cross Blue Shield United of Wisconsin, for a three-year period commencing January 1, 1999 and ending December 31, 2001, is approved; and, be it
Further Resolved, That the award of a contract for Utilization Review/Case Management services to CNR, Inc., for a three-year term beginning January 1, 1999 and ending December 31, 2001, is approved; and, be it
Further Resolved, That the award of a fee-for-service dental contract to WPS/Delta Plan of Wisconsin, Inc., for a three-year term beginning January 1, 1999 and ending December 31, 2001, is approved; and, be it
Further Resolved, That the awards of contracts for health insurance services to the following health maintenance organizations: Compcare, Family Health Plan, Managed Health Services Insurance Corporation, Humana Health Plan, Maxicare Health Plan and PrimeCare; each for a three-year term beginning January 1, 1999 and ending December 31, 2001, is approved; and, be it
Further Resolved, That the proper City officials are authorized on behalf of the City to execute the aforesaid contracts, copies of which are attached to this file, subject to such revisions as may be approved by the City Attorney.
