Title

A substitute ordinance to further amend the 2007 offices and positions in the City Service under control of the Common Council.

 

Analysis

This substitute ordinance makes positions changes to the following departments:

Department of Administration, Department of City Development, Fire Department, Health Department, Library, Municipal Court, Department of Neighborhood Services, Department of Public Works, Infrastructure Services Division and Department of Public Works-Water Works

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Section 1 of ordinance File Number 060494 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2007 - December 31, 2006):

 

Under “Department of Public Works, Water Works, Plants-North Organization, Linnwood and North Production”, add one position of “Water Plant Maintenance Supervisor.”

 

Part 2.  Section 1 of ordinance File Number 060494 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2008 - December 30, 2007):

 

Under “Department of Administration, Community Development Grants Administration Division”, delete one position of "Homeland Security Coordinator (B)(Y)" and add one position of "Homeland Security Director (B)(Y)."

 

Under “Department of City Development, Community Planning & Development Services Decision Unit, Long Range Planning Section”, add one position of "Associate Planner."

 

Under “Health Department, Family and Community Health Services”, add one position of "Family and Community Health Operations Manager"; under “Office of Violence Prevention”, delete one position of “Injury and Prevention Program Manager (X)(Y)” and add one position of “Violence Reduction & Prevention Initiative Manager (X)(Y).”

 

Under “Municipal Court, Management and Administration”, add one position of "Programmer I."

 

Under “Department of Neighborhood Services, Commercial Inspection Division”, delete one position of "Building Codes Enforcement Manager (X)(Y)" and add one position of "Building Codes Enforcement Manager-Commercial (X)(Y)."

 

Under “Department of Public Works, Infrastructure Services Division, Field Operations - Street & Bridges Decision Unit, Street Maintenance”, delete eight positions of "Asphalt Repair Crew Leader", ten positions of "Street Repair Crew Leader",  seventeen positions of "Labor Crew Leader I", Eighteen positions of "Asphalt Worker", six positions of "Special Street Repair Laborer" and  add Eighteen positions of "Infrastructure Repair Crew Leader" and Forty one positions of "Infrastructure Repair Worker"; under Auxiliary Positions, delete two positions of "Asphalt Repair Crew Leader ", one position of "Street Repair Crew Leader", five positions of "Labor Crew Leader I”, five positions of "Asphalt Worker", two positions of "Special Street Repair Laborer" and add three positions of "Infrastructure Repair Crew Leader" and twelve positions of "Infrastructure Repair Worker”; under “Plant and Equipment”, delete one position of “Labor Crew Leader I", two positions of "Special Street Repair Laborer" and add three positions of "Infrastructure Repair Worker “; under “Bridge Operations/Maintenance”, delete two positions of "Bridge Labor Crew Leader " and one position of "Labor Crew Leader I" and add three positions of "Infrastructure Repair Crew Leader"; under “Auxiliary Positions”, delete one position of "Bridge Laborer Crew Leader" and add one position of "Infrastructure Repair Crew Leader."

 

Part 3.  Section 1 of ordinance File Number 060494 relative to offices and positions in the City Service is hereby amended as follows:

 

Under “Fire Department, Firefighting Division Decision Unit”, add one position of “Fire Lieutenant”; under “Paramedic Service” delete one position of “Paramedic Field Lieutenant  (C)(I)/Fire Paramedic Field Lieutenant (C) (I).”

 

Under “Health Department, Milwaukee Intensive Nurse Home Visiting Program (NNN)”, delete one position of “Public Health Nurse Supervisor (NNN)” and one position of “Public Health Nurse (NNN)” and add one position of “Public Health Nurse Supervisor (X)(NNN)” and three positions of “Public Health Nurse (X)(G)(NNN)” and amend footnote “(NNN)” to read as follows: “To expire 12/31/08 unless the Milwaukee Intensive Nurse Home Visiting Program and MHD Center for Health Equity from Columbia St. Mary’s is extended”; amend footnote “(F)” to read as follows: “To expire 12/31/08 unless the Sexually Transmitted Diseases Grant, available from the State of Wisconsin Division of Health and Family Services, is extended”; amend footnote “(V)” to read as follows: “To expire 12/31/08 unless the SURVNET Grant available from the Wisconsin Division of Health and Family Services, is extended”;  amend footnote “(T)” to read as follows: “To expire 12/31/08 unless the Tobacco Control Community Coalition II Grant, available from the State of Wisconsin Division of Health and Family Services is extended”; under “Family and Community Health Services, Maternal and Child Home Environmental Health Division, Women’s Infant’s and Children’s Nutrition Program Grant (C )”, delete four positions of “Clinic Assistant (X)(C )” , one position of “Office Assistant IV (X)(C )” and two positions “Office Assistant II (C)” and add five positions of “Clinic Assistant (X)(C )” and one position of “Office Assistant II (C)” and amend footnote “(C )” to read as follows: “To expire 12/31/08 unless the Women, Infants and Children’s Grant, available from the Wisconsin Department of Health and Family Services, is extended”; under “Medical Assistance Outreach Program”, delete one position of “Public Educator II (X)(S)(CC)(MMM)(R)” and add one position of “Public Health Educator II (X)(S)(CC)(R)” and amend footnote “(S)” to read as follows: “To expire 04/16/08 unless the Medical Assistance Outreach Grant is extended. Partially funds one position of Public Health Educator II”; under “Disease Control and Prevention Division, CDC Public Health Preparedness Grant (A)” add one position of “Epidemiologist (X)(A)” and one position of “Telecommunications Analyst - Associate (A)”; under “Bioterrorism Grant - Focus CRI/Pandemic Influenza (P)”, delete one position of “Epidemiologist (X)(DD)(A)” and one position of “Telecommunications Analyst-Associate (P)”; under “Disease Control and Prevention Division, Immunization Action Plan Grant (DD)”, add footnote designation “(A)” to one position of “Health Project Coordinator-Emergency Preparedness (X)(P)(A)” and amend footnote “(A)” to read as follows: “To expire 12/31/08 unless the CDC Public Health Preparedness Grant is extended. Public Health Emergency Response Planning Coordinator also partially funded by the Bioterrorism-Emergency Preparedness and Health Project Coordinator-Immunizations”; amend footnote “(HH)” to read as follows: “To expire 12/31/08 unless the Hepatitis B Immunization Grant is extended. A portion of the Health Interpreter Aide may be funded by other sources.”

 

Under “Library Board, Central Library Services Decision Unit, Interlibrary Services Grant”, add one position of “Library Circulation Assistant I (0.5 FTE) (H)” and delete one position of “Library Circulation Assistant 1 (0.25 FTE) (H)” and amend footnote “(H)” to read as follows: “To expire 06/30/08 unless the Interlibrary Services Grant, available from the Wisconsin Department of Public Instruction, is extended. Positions are authorized only as reflected in the grant agreements as approved by the Grantor Agencies”; under “Neighborhood Library and Extension Services Decision Unit, Blind and Physically Handicapped Services”, add one position of “Librarian II (E)” and amend footnote “(E)” to read as follows: “To expire 06/30/08 unless the Blind and Physically Handicapped Services Grant, available from the Wisconsin Department of Public Instruction is extended. Positions are authorized only as reflected in the grant agreements as approved by the Grantor Agencies.”

 

Part 4.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 5.  The provisions of Part 1 of this ordinance are deemed to have been in force and effect from and after Pay Period 1, 2007 (December 31, 2006).

 

The provisions of Part 2 of this ordinance are deemed to have been in force and effect from and after Pay Period 1, 2008 (December 30, 2007).

 

The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.

 

Part 6.  This ordinance will take effect and be in force from and after its passage and publication.
