Substitute resolution authorizing and directing a transfer of funds from the Capital Improvements Advance Planning Fund to a subaccount for the updating of the Northwest Side Comprehensive Area Plan, in the 1st, 2nd, 5th and 9th Aldermanic Districts. (DCD)
Analysis
This resolution transfers $37,500 from the Capital Improvements Advance Planning Fund into the Comprehensive Plan Subaccount No. UR01280129. This subaccount allocation will provide consultant assistance for the preparation of an updated Comprehensive Area Plan for the Northwest Side of the City of Milwaukee.
Body
Whereas, 1999 State of Wisconsin Act 9 (the Biennial Budget Act) required that the City of Milwaukee ("City") prepare a Comprehensive Plan by 2010; and
Whereas, Comprehensive Area Plans ("Plans") for specific areas of the City are components of the Comprehensive Plan; and
Whereas, The Department of City Development ("DCD") continues work on residential and commercial analysis as well as land use policy development; and
Whereas, The preparation of Plans requires technical assistance provided by outside consultants and funds are necessary to provide for such consultant services; and
Whereas, The Northwest Side of the City, as identified on a map and a copy of which is attached to this Common Council File, generally bounded by County Line Road to the north, Hampton Avenue to the south, the City limits to the east, and 124th Street to the west, had a Plan prepared for it by the Department of City Development in 1986; and
Whereas, Rapid and fundamental changes in residential, commercial, and industrial issues and opportunities combined with a change in community leaders warrant updating of the 1986 Plan for the area; and
Whereas, The current unencumbered balances in the Capital Improvements Advance Planning Fund cannot be expended unless they are transferred to a specific subaccount; and
Whereas, It is the intent of DCD to seek additional funds from the 2005 Capital Improvements Advance Planning Fund to support the updating of the Northwest Side Plan; and
Whereas, DCD agrees to work with local elected officials and community partners to identify additional private funds to augment City funds designated for the updating of the Northwest Side Plan; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is authorized and directed to transfer the amount of $37,500 from the Capital Improvements Advance Planning Fund Account No. UR01280000 to be allocated to a new Comprehensive Planning Subaccount No. UR01280129 to be used by DCD to support updating of the Northwest Side Plan; and, be it
Further Resolved, That DCD is authorized and directed to enter into such contracts and agreements as necessary to accomplish the development of an updated Northwest Side Comprehensive Area Plan.
