Resolution authorizing the construction of street lighting improvements on West College Avenue from South 20th Street to South 13th Street, the intersection of South 6th Street and West Bolivar Avenue and the East side of South 27th Street from West Layton Avenue to West Bottsford Avenue and adjoining streets, as part of the Mitchell Interchange Reconstruction, total estimated cost of $142,331.51 of which 100% is State funded.

Analysis

This resolution authorizes the Commissioner of Public Works to install interim street lighting facilities, to install permanent street lighting facilities and remove interim street lighting facilities on West College Avenue from South 20th Street to South 13th Street, the intersection of South 6th Street and West Bolivar Avenue and the East side of South 27th Street from West Layton Avenue to West Bottsford Avenue and adjoining streets in conjunction with Mitchell Interchange reconstruction. Funding for the construction of the street lighting improvements is to be provided entirely by the Wisconsin Department of Transportation as part of the interchange project, total estimated cost of $142,331.51 of which 100% is State funded.

Body

Whereas, The Wisconsin Department of Transportation is reconstructing the Mitchell Interchange of IH 94, USH 41, IH 43, and IH 894 under the State Highway Improvement Program; and

 

Whereas, The Interchange reconstruction project provides cost participation for City of Milwaukee street lighting system improvements required due to this construction; and

 

Whereas, The total estimated cost of street lighting improvements included as part of this project is; $142,331.51; and

 

Whereas, One hundred percent of the participating project cost, or $142,331.51, is reimbursable from the Wisconsin Department of Transportation, and should be earmarked for this project in the 2009 Capital Grant and Aid Projects Account, Project/Grant Number SP032090100; and

 

Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns and/or changes in scope approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns and/or changes in scope as approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works be and hereby is authorized to execute a contract with the Wisconsin Department of Transportation pertaining to cost participation for the installation of street lighting system improvements, in conjunction with the reconstruction of the Mitchell Interchange, on West College Avenue from South 20th Street to South 13th Street, the intersection of South 6th Street and West Bolivar Avenue and adjoining streets; and, be it

 

Further Resolved, That upon approval of this contract, the Commissioner of Public Works is authorized to install or modify street lighting facilities in conjunction with the paving of these highway improvements; and, be it

 

Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor’s share or $5,000, whichever is greater as follows:
