Title

A substitute ordinance to further amend the 2019 offices and positions in the City Service.

Analysis

This substitute ordinance changes the offices and positions in the following departments:

Common Council - City Clerk, Department of City Development, Fire and Police Commission, Health Department, Police Department, Port Milwaukee

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 180629 relative to offices and positions in the City Service is hereby amended as follows:

 

Under “Common Council - City Clerk, License Division”, add footnote designation “(E)” to two positions of “Customer Service Representative II (Y)” and add footnote “(E)” to read as follows:

 

“(E)                     One position designated as bilingual.”

 

Under “Fire and Police Commission”, add one position of “Fire and Police Commission Investigator/Auditor”.

 

Under “Health Department”, amend footnotes “(D)”, “(E)”, “(H)” and add footnote “(UU)” to read as follows:

 

“(D)                     To expire 07/31/20 unless the Epidemiology and Laboratory Capacity Grant is extended.”

 

“(E)                     To expire 09/30/20 unless the Family Foundations Comprehensive Home Visiting Grant is extended. Partially funds one Men’s Health Manager.”

 

“(H)                     To expire 09/30/20 unless the Recast Milwaukee Project Grant is extended. Also partially funds one Violence Prevention Manager.”

 

“(UU)                     To expire 03/31/24 unless the Health Start Grant is extended.  Fully funds one position of Health Project Coordinator - Men’s Health and one position of Health Project Assistant - Men’s Health.”

 

Under “Office of Violence Prevention”, delete one position of “Crisis Intervention Specialist(X)(Y)(H)”.

 

Part 2.  Part 1, Section 1 of ordinance File Number 180629 relative to offices and positions in the City Service is hereby amended as follows  (Effective Pay Period 1, 2019 - December 30, 2018):

 

Under “Police Department, Facilities Services Section”, delete six positions of “Building Maintenance Mechanic II”, delete six positions of “Maintenance Technician II”, delete one position of “Police Facilities Manager”, add six positions of “HVAC Maintenance Technician”, add six positions of “Facilities Maintenance Mechanic”, and add one position of “Facilities Manager”.

 

Under “Printing & Stores Section”, delete one position of “Printer” and add one position of “Facilities Maintenance Mechanic”.

 

Part 3.  Part 1, Section 1 of ordinance File Number 180629 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 14, 2019 - June 30, 2019):

 

Under “Health Department, Disease Control and Environmental Health Services Division, Sexual and Reproductive Health Program”, delete one position of “Communicable and Infectious Disease Program Coordinator (X)”, add one position of “Disease Intervention Specialist Supervisor (X)(Y)”, delete one position of “Nurse Training Coordinator (X)(U)”, and add one position of “Nurse Practitioner (X)(U)”.

 

Under “Family and Community Health Services Division, Adolescent Health”, delete one position of “Health Project Coordinator-Plain Talk (X)(Y)(J)”.

 

Under “Nurse Family Partnership Program”, add one position of “Community Outreach Specialist”.

 

Under “Compliance & Finance Division”, delete one position of “Compliance Analyst (X)(Y)” and add one position of “Data and Evaluation Coordinator”.

 

Part 4.  Part 1, Section 1 of ordinance File Number 180629 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 22, 2019 - October 20, 2019):

 

Under “Department of City Development, General Management and Policy Development Decision Unit, Real Estate and Development”, delete one position of “Real Estate Coordinator II (X)(Y)” and add one position of “Commercial Property Disposition Manager (X)(Y)”.

 

Under “Health Department, Executive Leadership”, delete one position of “Chief Deputy Commissioner of Health” and add one position of “Chief of Staff Health”.

 

Under “Port Milwaukee, Marketing Section”, delete one position of “Trade Development Representative-Senior” and add one position of “Market Development Manager”.

 

Part 5.  Part 1, Section 5 of ordinance File Number 180629 relative to offices and positions in the City Service is hereby amended as follows:

 

Under “Section 5. Members of the following Boards, Committees and Commissions are required to file a statement of economic interests in accordance with the Milwaukee Code of Ordinances Chapter 303-Code of Ethics:”, add “Board of Health”.

 

Part 6.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 7.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2019 (December 30, 2019).

 

Part 8.  The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 14, 2019 (June 30, 2019).

 

Part 9.  The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 22, 2019 (October 20, 2019).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 10.  This ordinance will take effect and be in force from and after its passage and publication.
