Resolution relating to acceptance and funding of a Homeland Security - WEM/STAC Analysts Positions 2024 grant.

Analysis

This resolution authorizes the Milwaukee Police Department to accept and fund a Homeland Security - WEM/STAC Analysts Positions 2024 grant from the Wisconsin Department of Military Affairs Wisconsin Emergency Management in the amount of $210,755 with a city share of $0 and a grantor share of $210,755. The purpose of the grant is to improve STAC’s capabilities of prevention, protection, mitigation, and information sharing to prepare for and counter potential acts of terrorism against Wisconsin’s critical infrastructure and communities. The grant will fund one (1) STAC Infrastructure Protection (IP) Intelligence Analyst and one (1) STAC Homeland Security (HS) Intelligence Analyst to perform vulnerability assessments and other data analysis. It will also fund two (2) STAC Training and Outreach Coordinators to strengthen community partnerships and improve information sharing related to homeland security priorities across all program areas.  The grant will also provide funds for overtime and travel/training.

Whereas, Under AL#97.067, the City of Milwaukee appears to be eligible for grant funds from Wisconsin Emergency Management to improve STAC’s capabilities of prevention, protection, mitigation, and information sharing to prepare for and counter potential acts of terrorism against Wisconsin’s critical infrastructure and communities. Whereas, The operation of this grant from 7/01/2026 to 6/30/207 would cost $210,755 of which, $0 would be provided by the city and $210,755 (100%) would be provided by the grantor; now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2026 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled Homeland Security - WEM/STAC Analysts Positions 2024:

Further Resolved, That these funds are budgeted for the Police Department, which is authorized to:

 

1.                     Expend from the amount budgeted for specified purposes as indicated in the grant

budget and incur costs consistent with the award date;

 

2.                     Transfer funds within the project budget as long as the amount expended for each

specific purpose does not exceed the amount authorized by the budget by 10 percent; and, be it

 

Further Resolved, That the 2026 Positions Ordinance shall be amended as follows:
