Title

Resolution authorizing the Commissioner of Public Works and Comptroller to execute a State Municipal Agreement with the Wisconsin Department of Transportation for geometric and traffic signal improvements and to fund preliminary engineering for a project on West Fond du Lac Avenue at six intersections in the 7th and 15th Aldermanic Districts with a total estimated cost of $225,000, with an estimated grantor share of $202,500, and an estimated City share of $22,500.

Analysis

This resolution authorizes the Commissioner of Public Works and Comptroller to execute a State Municipal Agreement with the Wisconsin Department of Transportation for geometric and traffic signal improvements and to fund preliminary engineering for a project on West Fond du Lac Avenue at six intersections in the 7th and 15th Aldermanic Districts.  The total estimated cost of the project is $1,672,863 with a grantor share of $1,505,577, and a City share of $167,286. The total estimated preliminary engineering cost for the project is $225,000, with a grantor share of $202,500 and a City share of $22,500.  Approval of construction costs will be in a future resolution. 

Body

Whereas, Preliminary approval has been requested and received from the Wisconsin Department of Transportation, along with a State Municipal Agreement to be executed by the City of Milwaukee, for the installation of traffic signal and geometric improvements under the 2018 Highway System Improvement Project program; and

 

Whereas, The intersections of West Fond du Lac Avenue at West Walnut Street, North 27th Street, West Center Street, West Burleigh Street-North 35th Street, West Townsend Street, and West Roosevelt Drive have been identified for the installation of pedestrian, median, and traffic signal improvements; and

 

Whereas, The Wisconsin Department of Transportation has submitted a State Municipal Agreement for execution by the City of Milwaukee for the design and construction of:

; and

 

Whereas, The State cannot proceed with any project cost overruns or changes in scope of more than 5% without prior Department of Public Works approval; and

 

Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns or changes in scope approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns or changes in scope as approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to execute a State Municipal Agreement for the programming, design, and construction of the aforementioned project with Highway Safety Improvement Program funds, a copy of which is attached to and incorporated in this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the proper City of Milwaukee official is hereby directed to undertake preliminary engineering for the above-mentioned project which is anticipated to begin in 2018 and to reimburse WISDOT for preliminary engineering costs they incur for the improvements; and, be it

 

Further Resolved, That Department of Public Works shall request in a future resolution funding for the construction phases of the project; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values for preliminary engineering for the project and transfer to any of these accounts the amount required under this grant agreement and City Accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share and the local share or $5,000, whichever is greater as follows:
