Analysis
This resolution authorizes the City Clerk's Office - Historic Preservation Commission to accept and spend a Certified Local Government grant of $24,900 awarded by the Wisconsin Historical Society. The grant funds an intensive architectural survey of portions of the City's Sherman Park neighborhood, and the research and preparation needed to nominate the A.O. Smith Engineering Building for listing in the National Register of Historic Places.
 
No City match is required by this grant.
 
The Sherman Park survey is the first step toward listing portions of the neighborhood with National Register of Historic Places, which could eventually make the designed properties eligible for tax credits for upkeep expenses and the costs of future development.
 
Listing the A.O. Smith Engineering Building, on the grounds of the City's Century City redevelopment project, with the National Register could facilitate Century City's development by making tax credits available for the costs of future development of the building.
 
Independent expert contractors will provide all survey, research and preparations of National Register Nominations incidental to this grant, while the City Clerk's Office - Historic Preservation Commission will act solely as general contractor for the grant by letting contracts, and providing direction and management oversight for the grant project

Whereas, The Wisconsin Historical Society has awarded the City Clerk's Office - Historic Preservation Commission a Certified Local Government Sub-grant of $24,900 based on application authorized by Common Council Resolution File Number 100505, adopted September 1, 2011; and
 
Whereas, The City Clerk's Office - Historic Preservation Commission has developed the Certified Local Government Grant project to direct and oversee this grant for a grant period expiring July, 31, 2012; and
 
Whereas, There is no City match required for this grant; and
 
Whereas, This grant project funds an intensive architectural survey of portions of the City's Sherman Park neighborhood as the first step in identifying historically significant properties in the Sherman Park neighborhood which are eligible for listing in National Register of Historic Places, and developing plans to preserve these properties; and
 
Whereas, Sherman Park properties listed in the National Register of Historic Places are eligible for property upkeep tax credits which provide an incentive for property owners to invest in the neighborhood, and can help homeowners finance needed fix-up projects they might not otherwise be able to afford; and
 
Whereas, This grant project further funds research and preparation of a National Register Nomination for the A.O. Smith Engineering Building at 3533 North 27th Street on the grounds of the City's Century City redevelopment project; and
 
Whereas, Listing the A.O. Smith Engineering Building in the National Register of Historic Places will facilitate redevelopment of the Century City project by providing historic tax credits to the building's developers; and
 
Whereas, Grant project funds will be expended exclusively to fund independent expert contractors outside the City's budgeted operations, and all survey, research and preparations of National Register Nominations will be performed by these outside expert contractors while the City Clerk's Office - Historic Preservation Commission acts as general contractor by letting contracts, and providing direction and management oversight for the grant project; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the City Clerk's Office - Historic Preservation Commission is authorized to accept and spend up to $24,900 in Certified Local Government Sub-grant funds awarded by the Wisconsin Historical Society to conduct an intensive architectural survey of portions of the City's Sherman Park neighborhood and to research and prepare a National Register Nomination for the A.O. Smith Engineering Building at 3533 North 27th Street; and, be it
 
Further Resolved, That the City Clerk's Office - Historic Preservation Commission is authorized to accept and spend this grant funding without further approval unless the terms of the grant change as indicated in s. 304-81 of the Code of Ordinances; and, be it
 
Further Resolved, The City Clerk's Office - Historic Preservation Commission is authorized to issue requests-for-proposals and let contracts consistent with City policy as needed for services to conduct the survey, research and nomination preparation of this Certified Local Government Grant project; and, be it
 
Further Resolved, That the City Comptroller is authorized and directed to:
 
1. Commit funds within the Project/Grant Parent of the 2012 Special Revenue - Grant and Aid Projects Fund, the following amount for the project titled Certified Local Government Grant:
