Title
Resolution relating to the acceptance and funding of the Pathways to Remove Obstacles to Housing Grant from the U. S. Department of Housing and Urban Development.
Analysis
This resolution allows the City of Milwaukee to accept the funding for the Pathways to Remove Obstacles to Housing Grant from the U. S. Department of Housing and Urban Development in the amount of $2,100,000 and for the Department of City Development to carry out eligible planning and affordable housing development activities specified in the grant application.
Body
Whereas, The 2022 Appropriations Act, the United States Congress created and funded the new Pathways to Remove Obstacles to Housing (PRO Housing) program to be administered by the U. S. Department of Housing and Urban Development (HUD) to support communities who are actively taking steps to remove barriers to affordable housing; and

Whereas, The City of Milwaukee has a demonstrated track record of implementing a wide array of policy and programmatic initiatives to address Milwaukee’s affordable housing needs; and

Whereas, The PRO Housing program is specifically targeted to support communities working to reduce barriers to housing development via updates to zoning regulations, related land use policies, and providing gap funding to provide needed resources for affordable housing development; and

Whereas, HUD sought proposals for PRO Housing funds via a competitive application process and the City of Milwaukee was one of 21 communities selected for an award from a group of 175 applications; and

Whereas, The City of Milwaukee was awarded the amount of $2,100,000 to enable the Department of City Development to carry out PRO Housing eligible activities including: developing and implementing updates to the zoning code through the Growing MKE initiative, carrying out financial and design analysis to encourage the development of additional styles of housing for homeownership, and development subsidy to create affordable homeownership opportunities in attached housing styles; and,

Whereas, PRO Housing funds will be administered by HUD in a manner that follows the Community Development Block Grant (CDBG) statutory and regulatory framework that are regularly administered by the Community Development Grants Administration (CDGA); now therefore, be it

Resolved, That the City of Milwaukee assures and certifies that it will comply with the regulations, policies, guidelines and requirements with respect to the PRO Housing Program; and be it

Further Resolved, By the Common Council of the City of Milwaukee that application to HUD is authorized and the Community Development Grants Administration shall accept this grant and allocate funding to the Department of City Development to implement the proposed activities without further approval unless the terms of the grant change as indicated in Section 304-81 of the Milwaukee Code of Ordinances; and, be it

Further Resolved, That the City Comptroller is authorized to:

Commit Funds within the Project/Grant Parent of the 2024 Special Revenue Grant and Aid Projects Fund, the following amounts for the program/projects titled Pathways to Remove Obstacles to Housing (PRO Housing) Grant from the U. S. Department of Housing and Urban Development (HUD):

Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amounts required under the grant agreement;

Further Resolved, That these funds are budgeted for the Community Development Grants Administration, which is authorized to:

Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

Expend from the grant budget funds for training and out-of-town travel by departmental staff.

Enter into subcontracts and leases as detailed in the grant budget

; and, be it

Further Resolved, That the Subrecipient organizations shall submit budget and activity reports in amounts and according to any conditions approved by the Common Council and in accordance with File Number 74-92-5v, to the Community Development Grants Administration and the City Comptroller for review and approval; and, be it

Further Resolved, That payments for all Pathways to Remove Obstacles to Housing (PRO Housing) Grant costs incurred shall be paid in accordance with approved Pathways to Remove Obstacles to Housing (PRO Housing) Fund reimbursement policy based on the approval by the Community Development Grants Administration and the City Comptroller.
