Title
Resolution relating to acceptance and funding of a 2023 Public Health Vending Machine Program grant.
Analysis
This resolution authorizes the Milwaukee Police Department to accept and fund a 2023 Public Health Vending Machine Program grant from the State of Wisconsin Department of Health Services in the amount of $55,000 with a city share of $0 and a grantor share of $55,000. The purpose of the grant is to fund the purchase of a public health vending machine, also referred to as harm reduction vending machine, and harm reduction supplies including naloxone and fentanyl test strips. The public health vending machine will be located at a Milwaukee Police Department district station available for public use to dispense no-cost naloxone and fentanyl test strips.

Whereas, the City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin Department of Health Services for the purchase of a public health vending machine and harm reduction supplies; and
Whereas, The operation of this grant from 7/1/2023 to 6/30/2024 would cost $55,000 of which, $0 would be provided by the city and $55,000 (100%) would be provided by the grantor; now therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2023 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled 2023 Public Health Vending Machine Program:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Police Department, which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant
budget and incur costs consistent with the award date;
2. Transfer funds within the project budget as long as the amount expended for each
specific purpose does not exceed the amount authorized by the budget by 10 percent.
3. Enter into agreements as detailed in the grant budget.
