Resolution relative to application, acceptance and funding of a Kids First/Safe Routes to School Grant.  (Police Department)
 
Analysis:      
This resolution authorizes the Milwaukee Police Department to apply for, accept and fund a Kids First/Safe Routes to School Grant from the State of Wisconsin, Office of Justice Assistance, through the Milwaukee Public Schools in the amount of $41,299 with a city share of $16,299 and a grantor share of $25,000.  The purpose of this project is to deploy police officers on overtime to enforce traffic, pedestrian, and criminal laws in the city's neighborhoods, enabling children to walk to school in a safe environment.    
 
Body:         
Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin, Office of Justice Assistance, through the Milwaukee Public Schools for a Kids First/Safe Routes to School Grant; and
 
Whereas, The operation of this grant from 01/01/05 to 12/31/05 would cost $41,299, of which $16,299 (39%) would be provided by the city and $25,000 (61%) would be provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the Milwaukee Public Schools is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 030712; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.  Commit funds within the Project/Grant Parent of the 2005 Special Revenue-Grant and Aid Projects, the following amount for the program titled Kids First/Safe Routes to School Grant:

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
 
3.  Establish the necessary City Share Project Values; and, be it
 
Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
 
1.  Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2.  Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
