Analysis
This ordinance allows the city to recognize the standards and structured levels of competence of the independent licensing agency, the American Society of Power Engineers (ASOPE), for individuals applying for city stationary engineer permits.  The city currently recognizes the standards of the National Institute for the Uniform Licensing of Power Engineers (NIULPE).  The ordinance also provides a reference table, which shows the city's permit classifications and the corresponding license requirements for ASOPE and NIULPE.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1.  Section 223-9-4-a of the code is amended to read:
 
 
223-9.  Stationary Engineer's Permit to Operate.
4.   APPLICATION AND EXPERIENCE.
a. Application for a permit to operate under this chapter may be made by any person holding a National Institute for the Uniform Licensing of Power Engineers (NIULPE) license >>or an American Society of Power Engineers (ASOPE) license<<.
 
Part 2.  Section 223-9-4-b of the code is repealed and recreated to read:
 
b. The commissioner shall determine the applicant's fitness for a particular class of  permit.  The city's permit classifications shall correspond to the following NIULPE or ASOPE classifications:
 
Milwaukee
NIULPE
ASOPE
Low Pressure Boiler Operators Permit
5th Class License
Facility Operating Engineer 3rd Class License
Fourth Class Stationary Engineers Permit
4th Class License
Facility Operating Engineer 2nd Class License
Third Class Stationary Engineers Permit
3rd Class License
Power Plant Operating Engineering 3rd Class License
Second Class Stationary Engineers Permit
2nd Class License
Power Plant Operating Engineering 2nd Class License
First Class Stationary Engineers Permit
1st Class License
Power Plant Operating Engineering 1st Class License
 
Part 3.  Section 223-9-4-e of the code is amended to read:
 
e.  An applicant for a low pressure boiler operator's permit to operate must demonstrate good mechanical aptitude, present evidence of successful completion of an approved stationary engineer's course and the NIULPE >>or ASOPE<< student engineer's  exam or other equivalent NIULPE
>>or ASOPE<< license.
