Substitute resolution relating to application for, acceptance and funding of a U.S. Forest Service 2005 Forestry Innovation Grant. (Department of Public Works)
Analysis
This resolution authorizes the Department of Public Works-Operations Division (Forestry Section) to apply for, and accept and fund, a 2005 Forestry Innovation Grant from the U.S. Forest Service. The purpose of this grant is to encourage and support efforts to protect the health of Milwaukee's urbanized watersheds through the planting of trees and "green development" best management practices (BMPs) that result in reductions in stormwater run-off. The total project cost is $200,000, of which $100,000 (50%) will be provided in-kind by the City and its project partners, and $100,000 (50%) will be provided by the grantor. This project will include the following components:

Reducing the impervious surfaces of selected City buildings and property through an increase in trees and ground cover, including rain gardens, green parking lots and stormwater trees.

Examining the application of green BMPs and measuring their effectiveness in reducing stormwater run-off.

Increasing public awareness of the critical role trees play in protecting water quality and conducting professional training of engineers, contractors and land use planners to demonstrate the feasibility of green BMPs and incorporating trees into development plans.

Partnering with Greening Milwaukee and Milwaukee Metropolitan Sewerage District in undertaking these efforts to increase the use of green BMPs and to reduce stormwater run-off.

Whereas, The City of Milwaukee appears to be eligible for a 2005 Forestry Innovation Grant from the U.S. Forest Service, the purpose of which is to encourage and support efforts to protect the health of Milwaukee's urbanized watersheds through the planting of trees and "green development" best management practices (BMPs) that result in reductions in stormwater run-off; and

Whereas, The Department of Public Works-Operations Division (Forestry Section) would use such funds to implement a project that includes the following components:

1. Reducing the impervious surfaces of selected City buildings and property through an increase in trees and ground cover, including rain gardens, green parking lots and stormwater trees.

2. Examining the application of green BMPs and measuring their effectiveness in reducing stormwater run-off.

3. Increasing public awareness of the critical role trees play in protecting water quality and conducting professional training of engineers, contractors and land use planners to demonstrate the feasibility of green BMPs and incorporating trees into development plans.

Whereas, The operation of this grant-supported project from January 1, 2005, through December 31, 2006, will cost $200,000, of which $100,000 (50%) will be provided in-kind by the City and $100,000 (50%) will be provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works is authorized to apply for and accept a 2005 Forestry Innovation Grant in the amount of $100,000 from the U.S. Forest Service without further Common Council approval, unless the terms of the grant change in a manner described in s. 304-81 of the Milwaukee Code of Ordinances; and, be it

Further Resolved, That the City Comptroller is authorized to:

1. Encumber in the parent accounts of the 2005 Special Revenue Accounts-Grant and Aid Projects the following amounts for the project entitled Forestry Innovation Grant:

2. Create a Special Revenue Fund-Grant and Aid Projects and the necessary expenditure and revenue accounts, appropriate to these accounts the amounts required under the Grant Agreement, and transfer the corresponding offsetting estimated revenue; and

3. Establish the necessary Grant and Aid performance submeasures;

and, be it

Further Resolved, That these funds are appropriated to the Department of Public Works-Operations Division (Forestry Section), which is authorized to:

1. Make expenditures from these funds for specified purposes (personnel, planting/greening materials, travel/educational presentations), as indicated in the program budget, a copy of which is attached to this file.

2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10% or more.

3. Enter into subcontracts and leases to the extent detailed in the project budget.
