Body

WHEREAS the Housing Authority of the City of Milwaukee (“HACM”) is committed to providing equal opportunity in all of its housing and assisted-housing programs in accordance with the Fair Housing Act, Section 504 of the Rehabilitation Act, the Americans with Disabilities Act, and other applicable Federal, State, and local requirements; and

 

WHEREAS HACM recognizes its duty to maintain a clear, accessible, timely, and confidential process for receiving, evaluating, deciding, implementing, and monitoring reasonable accommodation requests from current residents, program participants, and household members; and

 

WHEREAS HACM has developed the Resident and Program Participant Reasonable Accommodation Case System - Policy & Procedures Manual (“RA Case System”), Version 1.0 - Adoption Draft, dated September 16, 2026, establishing centralized ownership, defined routing obligations, restricted-access records, service standards, roles, and implementation controls consistent with HUD guidance; and

 

WHEREAS the RA Case System identifies separate and distinct accommodation lanes for applicants, employees/job applicants, and members of the public, ensuring that Federal disability rights obligations are met across all HACM programs; and

 

WHEREAS HACM staff, legal counsel, program administrators, IT/security representatives, and designated system owners have reviewed the RA Case System and recommend Board adoption following completion of governance, records, technology, accessibility, and training readiness steps; and

 

WHEREAS adoption of the RA Case System supports consistent decisions, documented implementation, nondiscrimination, privacy protection, and improved service to HACM residents and program participants.

 

NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the Housing Authority of the City of Milwaukee hereby adopts the Resident and Program Participant Reasonable Accommodation Case System - Policy & Procedures Manual, Version 1.0, effective September 16, 2026, as the governing operating framework for reasonable accommodation requests from current residents, assisted-housing program participants, and household members.

 

BE IT FURTHER RESOLVED that the Board affirms the designation of the Section 504 / ADA Coordinator as the system owner, with a named backup Coordinator, and delegates decision and denial authority consistent with HACM’s written governance structure and legal-review requirements.

 

 

BE IT FURTHER RESOLVED that HACM shall maintain restricted-access case records, follow the required service standards and case-status controls, implement required training for all employees prior to the go-live date, and maintain companion policies for applicant, employee/job applicant, and public-access accommodation processes.

 

BE IT FURTHER RESOLVED that the Secretary-Executive Director is authorized to implement this policy; finalize routing, privacy, technology, and records-management controls; publish accessible notices and forms; and make any non-material administrative updates necessary to operationalize the RA Case System.
