This resolution authorizes the Department of City Development, Milwaukee Arts Board, to accept additional funding to fund a Regranting Program Grant from the Wisconsin Arts Board in the amount of $3,550. This will be matched by the City of Milwaukee In-Kind Share. This brings the total budget to $52,730.
BODY:
Whereas, The City of Milwaukee ("City") appears to be eligible for additional grant funds from the Wisconsin Arts Board ("Grantor") for art programming; and
 
Whereas, The Common Council of the City of Milwaukee approved the original acceptance and funding of a Regranting Program Grant from the Wisconsin Arts Board under Common Council File No. 971538, adopted February 10, 1998; and
 
Whereas, The Department of Administration, Intergovernmental Relations Division, has determined that operation of this Grant program from June 30, 1998 to June 30, 1999 would now cost approximately $52,730 which $26,365 or 50 percent would be provided by the Grantor; and
 
Whereas, The local share of this Grant program, $26,365 or 50 percent, can be provided from the following sources:
 
In-Kind City Share: $26,365 Out-of-Pocket City Share: $-0- Local, Non-City Share: $-0-
 
; and
 
Whereas, The Department of Administration, Intergovernmental Relations Division, has determined that the benefits to the City from this Grant program appear to exceed the City's share of costs and other obligations to be incurred under this program; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that acceptance of said Grant from the Wisconsin Arts Board under the terms specified above, to be administered by the Department of City Development, Milwaukee Arts Board, is authorized; and, be it
 
Further Resolved, That the proper City officials and/or the Commissioner of the Department of City Development are authorized to accept such additional Grant funds without further Common Council approval unless any of the following occur:
 
1. The purpose of such Grant program is significantly changed.
 
2. The amount of the Out-of-Pocket City Share increases from the amount specified above.
 
3. The ratio of Out-of-Pocket City Share to Grantor's Share increases from that specified above; and, be it
 
Further Resolved, That the City Comptroller is directed to reserve (encumber) in the parent accounts of the 1998 Special Revenue Accounts - Grants and Aid Projects, the following amounts for the program entitled "Wisconsin Arts Board Regranting Program":
 
Account No. 15-010-0100 Account - Grantor Share Amount - $26,365
 
Account No. 15-010-0101 Account - In-Kind City Share Amount - $26,365
 
Account No. 15-010-0102 Out-of-Pocket City Share Amount - $-0- (Current Levy)
 
; and, be it
 
Further Resolved, That upon acceptance of this Grant Agreement, the City Comptroller is authorized to create a Special Revenue Fund - Grant and Aid Projects, the necessary accounts for this program (Expenditures and Revenue), and appropriate to these accounts, the amount required under the Grant Agreement and City Accounting Policy, but not to exceed a 10 percent increase in those amounts reserved for the Grantor's Share and In-Kind City Share and transfer the corresponding offsetting estimated revenue; and, be it
 
Further Resolved, That these funds are appropriated to the Department of City Development; and, be it
 
Further Resolved, That the funds received from the Wisconsin Arts Board be deposited in accordance with procedures established by the City Comptroller; and, be it
 
Further Resolved, That upon acceptance of the Grant, the City Comptroller is authorized and directed to establish, in accordance with City procedures, the necessary grant-in-kind performance submeasures; and, be it
 
Further Resolved, That the Commissioner of the Department of City Development shall have the authority to authorize transfers within the program budget as long as the amount expended for any purpose does not exceed the amount authorized by the budget by 10 percent and such transfers are in accordance with Grantor regulations; and, be it
 
Further Resolved, That the Commissioner of the Department of City Development, on behalf of the City, is authorized to enter into subcontracts and leases as detailed in the program budget and in accordance with City purchasing procedures and Grant and Aid Guidelines for awarding such contracts.
