ANLS:
This resolution authorizes the Health Department to apply for, accept and fund the Community Recreational Water Quality Assessment Grant (EMPACT) project from the U.S. Environmental Protection Agency in the amount of $385,505 with a city share of $65,505 and a grantor share of $320,000. The purpose of the project is to develop a public health risk assessment model related to water quality at City of Milwaukee public beaches and provide meaningful, time-relevant and health-based information to beach users throughout the swimming season.
BODY:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the U.S. Environmental Protection Agency to develop a public health risk assessment model related to water quality at City of Milwaukee public beaches and provide meaningful, time-relevant and health-based information to beach users throughout the swimming season; and
 
Whereas, The operation of this grant project from 01/01/99 to 12/31/2000 would cost $385,505 of which $65,505 (17%) would be provided by the city and $320,000(83%) would be provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the U.S. Environmental Protection Agency is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1. Encumber in the parent accounts of the 1998 Special Revenue Accounts-Grant and Aid Projects, the following amounts for the project titled Community Recreational Water Quality Assessment Grant:

2. Create a Special Revenue Fund - Grant and Aid Projects and the necessary expenditure and revenue accounts; appropriate to these accounts the amount required under the grant agreement and transfer the corresponding offsetting estimated revenue;
 
3. Establish the necessary grant performance submeasures; and, be it
 
Further Resolved, That these funds are appropriated to the Health Department which is authorized to:
 
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2. Expend from the 1998 grant budget funds for specific items of equipment;
 
3. Expend from the 1998 grant budget funds for training and out-of-town travel by departmental staff;
 
4. Enter into subcontracts and leases as detailed in the grant budget; and, be it
 
Further Resolved, That the Common Council directs that the 1998 Positions Ordinance, C.C. File 971772, should be amended as follows:
