Title

Substitute resolution relative to acceptance and funding of Maternal Health Innovation Project-Paternal Child Health: Enhancing Fatherhood Servicing to Improve Birth Outcomes from State of Wisconsin Department of Health Services.

 

Analysis

Resolution authorizes the Health Department to accept, and fund Maternal Health Innovation Project-Paternal Child Health: Enhancing Fatherhood Servicing to Improve Birth Outcomes from State of Wisconsin Department of Health Services in the amount of $105,025 with a City share of $0 and a grantor share of $105,025. The funding will provide enhanced direct services provided to fathers/partners while developing Milwaukee Health Department staff skillsets and capacity. The project goal is to increase access utilizing a holistic pregnancy care model in community settings.

 

Body

Whereas, The City of Milwaukee appears to be eligible for grant funds from State of Wisconsin Department of Health Services to enhanced direct services provided to fathers/partners while developing Milwaukee Health Department staff skillsets and capacity. The project goal is to increase access utilizing a holistic pregnancy care model in community settings; and

 

Whereas, The operation of this grant program from October 1, 2024 to September 30, 2025 will cost $105,025 comprised of $105,025 or 100% grantor share and $0 or 0% City share; now, therefore, be it;

 

Resolved, By the Common Council of the City of Milwaukee, that the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

 

Further Resolved, that the Commissioner of Health or their designee is authorized to execute the grant agreement for these funds; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant parent account of the 2024 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Maternal Health Innovation Project-Paternal Child Health: Enhancing Fatherhood Servicing to Improve Birth Outcomes:

2.  Create the necessary Special Revenue Fund Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amounts required under the grant agreement; and be it

 

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:

 

1.                     Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.                     Expend from the 2024 grant budget funds for specific items of equipment; and,

 

3.                     Expend from the grant budget funds for training and out-of-town travel by departmental staff; and,

 

4.                     Enter into subawards and leases as detailed in the grant budget; and, be it
