With this resolution, the City accepts $396,031 in Federal Emergency Management Agency grant funds and $65,136.50 in Wisconsin Department of Military Affairs, Emergency Management Division, grants funds to repair damage at the Northlawn housing development caused by the June 1997 flooding. The Housing Authority shall be responsible for the remaining project costs ($65,136.50).

 

The resolution also authorizes the Department of Administration to administer this disaster assistance program. It further authorizes the City Comptroller to create the necessary project/grant values, perform the necessary budget transfers and take other actions relating to the budgeting of the disaster assistance program. In addition, this resolution authorizes Housing Authority officials to expend the grant funds on repairs to damaged furnaces, hot water heaters and plywood partitions and supplies in basements of 248 units and office at Northlawn housing development.

 

 

BODY:

Whereas, On January 20, 1998, the Common Council adopted File Number 971282, a resolution accepting a total of $2,299,576 in federal and state disaster assistance to repair damage to City-owned property resulting from the June 1997 flood; and

 

Whereas, At the time this assistance was awarded, the City had sought an additional $521,093 for repairing damage to Housing Authority of the City of Milwaukee property, but was denied the additional funding because the subject properties were not covered by flood insurance; and

 

Whereas, The Housing Authority subsequently obtained flood insurance for these properties and provided detailed documentation of its flood-related expenditures to the Wisconsin Department of Military Affairs, Emergency Management Division, which administers grants of federal disaster assistance from the Federal Emergency Management Agency; and

 

Whereas, Following receipt of this information from the Housing Authority, the Federal Emergency Management Agency and the Wisconsin Department of Military Affairs, Emergency Management Division, approved the following disaster assistance for the City of Milwaukee:

 

Admin. Costs $5,211.00 (100% federal funding)

Federal Share $390,820.00 (75% of non-admin. total)

State Share $65,136.50 (12.5% of non-admin. total)

 

Total Grantor Share $461,167.50

 

; and

 

Whereas, This assistance award is contingent upon the remaining 12.5% of the non-administrative project costs, or $65,136.50, being paid through a local contribution; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the additional disaster assistance to repair damage incurred by the City as a result of the June 1997 flooding as outlined above is accepted; and, be it

 

Further Resolved, That the Housing Authority shall be responsible for the remaining 12.5% of the non-administrative project costs; and, be it

 

Further Resolved, That the Department of Administration is authorized and directed to administer this disaster assistance program; and, be it

 

Further Resolved, That the City Comptroller is authorized and directed to commit funds within the project/grant parent of the 1999 Special Revenue Grant and Aids Projects Fund the following amounts for the program/project titled Disaster Assistance Program-1997 Flood:

Further Resolved, That upon acceptance of these grant funds, the City Comptroller is authorized and directed to create, within the Special Revenue Fund-Grant and Aid Projects, the necessary grantor and City project/grant values for this disaster assistance program, to appropriate from the project/grant parent, GR0009000000, to the operating project, segment, phase and/or activity project/grant levels, the amounts specified in the grant agreements with the Federal Emergency Management Agency and the Wisconsin Department of Military Affairs, Emergency Management Division, in keeping with City accounting policy, said amounts not to increase more than 10% above the amounts indicated for the Grantor's Share; and, be it

 

Further Resolved, That the funds received from the Federal Emergency Management Agency and the Wisconsin Department of Military Affairs, Emergency Management Division, shall be deposited in accordance with procedures established by the City Comptroller; and, be it

 

Further Resolved, That upon acceptance of these grant funds, the Housing Authority of the City of Milwaukee is authorized and directed to proceed with the following grantor approved project:

 

REPAIR OF DAMAGE TO FURNACES, HOT WATER HEATERS AND PLYWOOD PARTITIONS AND SUPPLIES IN BASEMENTS OF 248 UNITS AND OFFICE AT NORTHLAWN HOUSING DEVELOPMENT (GRANT PROJECT I.D. FEMA-1180-DR-079-53000 Supplement 1)

Further Resolved, That the appropriate Housing Authority officials are authorized to enter into subcontracts for the projects detailed above in accordance with the purchasing and grant guidelines for awarding such projects.
