Analysis
This resolution authorizes the Department of Public Works-Operations Division to apply for, and accept and fund, a grant from the U.S. Environmental Protection Agency to fund the City of Milwaukee Waste Hauler Retrofit Project. The total project cost is $99,550, of which $90,000 (90%) will be provided by the grantor and $9,550 (10%) will be provided in-kind by the City. Grant funds will be used to fund the installation of EPA-certified diesel oxidation catalysts on 60-90 of the City’s waste haulers to reduce emissions from those vehicles.
Body
Whereas, The City of Milwaukee’s waste haulers (“garbage trucks”), because they operate in a stop-and-go pattern in residential areas, with long periods of idling, have a significant air pollution impact on the city and its residents; and

Whereas, The emissions impacts of the City’s waste haulers are magnified by the fact that they operate in a densely-populated, ozone non-attainment area with a large population that suffers from or is susceptible to respiratory ailments; and

Whereas, The City of Milwaukee appears to be eligible for grant funds from the U.S. Environmental Protection Agency’s Voluntary Diesel Retrofit Program Technology Assistance Agreements to Benefit Sensitive Populations (EPA Project No. OAR-CCD-04-08); and

Whereas, The Department of Public Works-Operations Division would use these grant funds to retrofit City waste haulers with EPA-certified diesel oxidation catalysts intended to reduce vehicle emissions; and

Whereas, The City’s participation in this grant program would result in the following benefits to the City:

1. Reduction of emissions from retrofitted waste haulers in the range of 20-30% for particulate matter and 40-90% for carbon monoxide and hydrocarbons. By installing diesel oxidation catalysts on 60-90 waste haulers, the Department of Public Works estimates that the City can reduce emissions of these pollutants by 10.4-11.6 tons per year.

2. Improvement of air quality in an area with a dense population, among which respiratory ailments and asthma are serious health risks. The American Lung Association’s 2004 “State of the Air” report indicates that, in Milwaukee County alone, there are approximately 20,500 children and 59,000 adults suffering from asthma, as well as over 30,000 cases of chronic bronchitis.

Whereas, The operation of this grant-supported project from November 30, 2004 to December 31, 2005, will cost $99,550, of which $90,000 (90%) will be provided by the grantor and $9,550 (10%) will be provided by the City in the form of in-kind services; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works is authorized to apply for and accept a grant in the amount of $90,000 from the U.S. Environmental Protection Agency’s Voluntary Diesel Retrofit Program Technology Assistance Agreements to Benefit Sensitive Populations without further Common Council approval, unless the terms of the grant change in a manner described in s. 304-81 of the Milwaukee Code of Ordinances; and, be it

Further Resolved, That the City Comptroller is authorized to:

1. Encumber in the parent accounts of the 2005 Special Revenue Accounts-Grant & Aid Projects, the following amounts for the project titled Waste Hauler Retrofit Project:

Create a Special Revenue Fund-Grant and Aid Projects and the necessary expenditure and revenue accounts, appropriate to these accounts the amounts required under the Grant Agreement, and transfer the offsetting estimated revenue.

Further Resolved, That these funds are appropriated to the Department of Public Works-Operations Division (Fleet Services Section), which is authorized to:

1. Make expenditures from these funds for specified purposes (namely, the purchase and installation of diesel oxidation catalysts on waste haulers), as indicated in the project budget, a copy of which is attached to this file.

2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10% or more.

3. Enter into subcontracts and leases to the extent detailed in the project budget.
