Title

Resolution relating to acceptance and funding of a Green Solutions grant from the Milwaukee Metropolitan Sewerage District for the installation of four green alleys to be constructed as part of the City’s 2021 alley reconstruction program in the 2nd, 5th, 7th and 13th Aldermanic Districts and for one future green alley, in the 4th Aldermanic District.

 

Analysis

This resolution authorizes the Department of Public Works, Infrastructure Services Division, to accept a Milwaukee Metropolitan Sewerage District Green Solutions grant funding for the construction of green alleys in the City of Milwaukee in the amount of $446,556 to install four green alleys that will be constructed as part of the City’s 2021 alley reconstruction program and for one future green alley. The resolution also authorizes the Commissioner of Public Works to execute a Green Solutions Funding Agreement with the Milwaukee Metropolitan Sewerage District to install said green alleys.

 

Body

Whereas, The Milwaukee Metropolitan Sewerage District (MMSD) is responsible for collecting and treating wastewater from local sewerage systems; and

 

Whereas, Green infrastructure, such as green alleys, reduces the volume of stormwater in the sewer system and the amount of pollutants discharged to surface waters; and

 

Whereas, Green alleys consist of permeable pavers constructed in the center 4-foot of newly reconstructed alleys; and

 

Whereas, MMSD desires to promote the installation of Best Management Practices such as green alleys and is willing to provide the City funding as part of its Green Solutions Program; and

 

Whereas, The City has selected the following alleys to be permeable:

West Congress Street, West Marion Street, North 61st Street, North 62nd Street;

South Honey Creek Drive, South Madeline Avenue, West Parnell Avenue, West Ramsey Avenue;

West Keefe Avenue, West Townsend Street, North 45th Street, North 46th Street;

West Metcalf Place, West Townsend Street, North 89th Street, North 90th Street; and

Future West Vliet Street, North 20th Street, North 21st Street (to be dedicated to the City under

Common Council File Number 201559); and

 

Whereas, The future West Vliet Street alley is part of a residential development that is being funded with a combination of public and private sources and will be constructed with permeable pavers after dedication to the City of Milwaukee; and

 

Whereas, Common Council File Numbers 201343 and 210057 authorized the reconstruction of the West Congress Street and of the West Keefe Avenue alleys respectively; and

 

Whereas, Authority to construct the remaining two alleys is requested on Common Council File Number 210160 concurrently in this Common Council cycle; and

 

Whereas, The total cost of the green alley portion of the alley reconstruction projects including the future alley is approximately $446,556; now, therefore, be it 

 

Resolved, That the Commissioner of Public Works is authorized to accept MMSD Green Infrastructure Funding in accordance with Code Milwaukee 304-81, and to enter into the Change Order One document in the form submitted to this file, or in material conformance therewith; and, be it

 

Further Resolved, That the Commissioner of Public Works is authorized to execute the Green Solutions Funding Agreement between the City and the MMSD, a copy of which is attached hereto; and, be it

 

Further Resolved, That upon approval of this Agreement, the City Comptroller is authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project, and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:

; and, be it

 

Further Resolved, That these funds are appropriated to the Department of Public Works, which is authorized to expend from the amount budgeted for specific purposes as indicated in the grant budgets and incur costs consistent with the award date; and, be it

 

Further Resolved, That the Commissioner of Public Works shall have the authority to authorize transfers within the project budget so long as the amount expended for any purpose shall not exceed the amount authorized by the budget by 10% and such transfers are in accordance with grantor regulations; and, be it

 

Further Resolved, That the Commissioner of Public Works, on behalf of the City of Milwaukee, is authorized to enter into subcontracts (and leases) as detailed in the project budget and in accordance with City purchasing procedures and grant and aid guidelines for awarding such contracts.
