Analysis
This resolution authorizes the City of Milwaukee, Department of City Development, to accept up to $400,000 in private sector contributions to augment the City's match in the funding of State of Wisconsin Department of Natural Resources Brownfields Site Assessment Grants for assessment and removal of underground storage tanks and demolition on various brownfields throughout the City of Milwaukee.
Body
Whereas, The City of Milwaukee ("City") did approve via Common Council File No. 020846 adopted 10/15/2002, File No. 031348 adopted 2/10/2004 and File No. 040857 adopted 11/3/2004, Site Assessment Grants from the State of Wisconsin Department of Natural Resources for assessment and remediation of various brownfield sites in the City; and
 
Whereas, The City recognizes that the remediation and redevelopment of brownfields is an important part of protecting Wisconsin's natural resources; and
 
Whereas, The Department of Administration, Intergovernmental Relations Division, has determined that the benefits to the City from the acceptance of private sector contributions appears to exceed the City's share of costs and other obligations to be incurred under the various approved Grants; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that acceptance of private sector contributions to augment the City's contribution to various Grants from the State of Wisconsin Department of Natural Resources to be administered by the Department of City Development is authorized; and, be it
 
Further Resolved, That the proper City officials and/or the Commissioner of the Department of City Development are authorized to accept such private sector contributions without further Common Council approval unless the purpose of such Grant program changes significantly; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1. Commit funds within the Project/Grant Parent of the 2005 Special Revenue - Grant and Aid Projects Fund, the following amounts for the program titled State of Wisconsin Brownfields Site Assessment Grant:

2. Create the necessary Project and Project Level Values and budget to these project values, the amounts required under the Grant Agreement.
 
3. Establish the necessary City Share Project Values; and, be it
 
Further Resolved, That these funds are budgeted for the Department of City Development, which is authorized to:
 
1. Expend from the amount budgeted for specified purposes as indicated in the Grant budget and incur costs consistent with the award date; and, be it
 
Further Resolved, That the funds received from the private sector be deposited in accordance with procedures established by the City Comptroller; and, be it
 
Further Resolved, That the Commissioner of the Department of City Development shall have the authority to authorize transfers within the Program Budget so the amount expended for any purpose shall not exceed the amount authorized by the Budget by 10 percent and such transfers are in accordance with Grantor regulations; and, be it
 
Further Resolved, That the Commissioner of the Department of City Development, on behalf of the City, is authorized to enter into contracts and subcontracts as detailed in the Program Budget and in accordance with City Grant and Aid Guidelines for awarding such contracts; and, be it
 
Further Resolved, That the Department of City Development, on behalf of the City, will maintain records documenting all expenditures made during the Grant period, will allow employees from the Department of Natural Resources access to inspect the grant sites or facilities and grant records and will submit a final report to the Department of Natural Resources with the final payment request.
