This resolution authorizes the proper City officials to purchase, for $384,000, the properties located at 2620-22 West Wisconsin Avenue and 2620 West Hazelton Court. These properties, which contain an existing 5-story warehouse building, would be used as an evidence storage facility for the Milwaukee Police Department.
 
In addition, this resolution appropriates $3,840 from the Police Department's 1998 evidence storage facility capital account to a new subaccount within said account established for the purpose of funding the acquisition of public art for the evidence storage facility. Expenditures from the subaccount shall be subject to the review and approval of the Milwaukee Arts Board.
BODY:
Whereas, The space available to the Milwaukee Police Department for storage of evidence and other seized property is no longer adequate for the Department's needs; and
 
Whereas, Evidence and other seized property must be absolutely safeguarded to ensure its admissibility in court proceedings; and
 
Whereas, The proper storage of evidence and other property seized by the police is essential to proving criminal cases beyond a reasonable doubt, thereby promoting public safety; and
 
Whereas, The proper storage of evidence and other seized property is necessary to protect the City from civil claims; and
 
Whereas, The properties located at 2620-22 West Wisconsin Avenue and 2620 West Hazelton Court are currently available for purchase; and
 
Whereas, The property at 2620-22 West Wisconsin Avenue contains a 5-story warehouse building that is well-suited for use as an evidence storage facility because of its functioning freight elevator, its well-designed and enclosed loading docks and its location in the Weed and Seed Program area; and
 
Whereas, The property at 2620 West Hazelton Court, which is located immediately to the north of the warehouse property, is a vacant lot that could be used for employe parking and storage of other Police Department vehicles; and
 
Whereas, These properties have sufficient capacity to meet the current and future evidence storage needs of the Police Department; and
 
Whereas, The seller of these properties has accepted the City's offer of $384,000 to purchase the properties; and
 
Whereas, The 1998 Police Department capital project budget includes $500,000 in new borrowing authority and $17,000 in carryover borrowing authority for "Evidence Storage"; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the proper City officials are authorized to purchase the properties located at 2620-22 West Wisconsin Avenue (tax key no. 389-0121-100-8) and 2620 West Hazelton Court (tax key no. 389-0111-100-3) for use as an evidence storage facility for the Milwaukee Police Department; and, be it
 
Further Resolved, That this purchase shall be funded by the Police Department's 1998 evidence storage capital account (account no. 31-733-0293); and, be it
 
Further Resolved, That $3,840 shall be appropriated from the 1998 evidence storage facility capital account (account no. 31-733-0293) and transferred to a subaccount (account no. 31-733-0295) within the evidence storage facility capital account, said subaccount being hereby established for the purpose of funding the acquisition of public art for the evidence storage facility; and, be it
 
Further Resolved, That expenditures from the evidence storage facility public art subaccount (account no. 31-733-0295) shall be subject to the review and approval of the Milwaukee Arts Board.
