Analysis
Currently, the city's equal opportunities-disadvantaged business enterprise program is in the department of administration.  The manager of this program is appointed by the mayor and confirmed by the common council.  Under this ordinance, effective January 1, 2002, the equal opportunities-disadvantaged business enterprise program will be in the city clerk's office, with the manager appointed by the president of the common council.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1.  Section 310-1-9 of the code is repealed.  ( Note: The provision being repealed reads as follows:
 
310-1.  Department Established.
 
9.  Equal opportunities enterprise program.)
 
Part 2.  Section 360-01-1 of the code is amended to read:
 
360-01.  Definitions.  
 
1.  CERTIFIED BUSINESS EDUCATIONAL AND TRAINING PROGRAM means an organized educational course of study in the financial and business aspects of owning and successfully operating a construction-related business enterprise certified by the manager or such a course of study with respect to a business enterprise in another field of economic endeavor designated by and certified by the [[director]] >>city clerk's office<<.
 
Part 3.  Section 360-05-0 of the code is repealed and recreated to read:
 
360-05.  Administration.  There is created an equal opportunities - disadvantaged business enterprise administration in the city clerk's office which shall be responsible for the administration, coordination and implementation of the city's equal opportunities - disadvantaged business enterprise program.  Under the direction of the city clerk, the equal opportunities-disadvantaged business enterprise administration shall be administered by an equal opportunities-enterprise manager.  The manager shall be appointed by the president of the common council.  The manager shall:
 
Part 4.  This ordinance shall take effect January 1, 2002.
