Title

A substitute ordinance to further amend the 2024 offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the offices and positions in the following departments:

Health Department (Clinical Services Division, Community Health Division, Environmental Health Division), Library, Department of Neighborhood Services, Police Department

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows:

 

Under “Health Department, Clinical Services Division”, delete footnotes (CRI) and (PHEP) in their entirety and amend footnotes (LPHP) and (WWP) to read:

 

(LPHP)                     To expire June 30, 2025 unless the Public Health Emergency Preparedness grant is extended.

 

(WWP)                      To expire June 30, 2025 unless the Wisconsin Well Woman Program grant is extended.

 

Under “Disease Control & Prevention”, delete footnote designation (PHEP) from one position of “Office Assistant III (IMM)(PHEP)(PHI)” and from two positions of “Public Health Nurse - Senior (G)(X)(IMM)(PHEP)(PHI)”, and delete footnote designation (CRI) from one position of “Public Health Nurse Supervisor (X)(CRI)(PHI)”.

 

Under “Well Women Initiatives”, delete footnote designation (WWP) from one position of “Public Health Educator II (X)(WWP)” and one position of “Public Health Educator II-Bilingual (X)(WWP)”; and delete one position of “Public Health Nurse 3 (G)(X)”, one position of “Mammography Technologist (0.8 FTE)(WWP)”, and one position of “Nurse Practitioner (0.8 FTE)(WWP)”.

 

Under “Health Department, Community Health Division”, amend footnotes (CDG) and (WIC) to read:

 

(CDG)                                           To expire 6/30/2025 unless the Congenital Disorders grant is extended.

 

(WIC)                                          To expire 12/31/2024 unless the Women, Infants & Children grant is extended.

 

Under “Health Department, Environmental Health Division”, amend footnotes (CRI) and (PHEP) to read:

 

(CRI)                                           To expire 6/30/2025 unless the Cities Readiness Initiative grant is extended.

 

(PHEP)                     To expire June 30, 2025 unless the Public Health Emergency Preparedness grant is extended.

 

Under “Emergency Response Preparation”, delete footnote designation (RG) from and add footnote designations (CRI)(PHEP) to one position of “Community Outreach Specialist (RG)”; and add one position of “Emergency Response Planning Coordinator (X)(PHEP)”.

 

Under “Library, Administrative Services Decision Unit”, add footnote (M) to read:

 

(M)                     Position authority to expire 12/31/2024 unless the Cities Forward Grant is extended.

 

Under “Public Services and Strategic Initiatives Division”, add footnote designation (M) to one position of “Civic Engagement Services Manager (X)” and five positions of “Temporary Community Education Assistant (X)”.

 

Under “Police Department”, amend footnote (Z) to read:

 

(Z)                     Homeland Security Program Southeast Wisconsin Threat Analysis Center (STAC) Intelligence and Infrastructure Protection Analyst Grant: Position authority for 1 grant funded intelligence analyst position to expire on 12/31/2024 unless the Homeland Security STAC Intelligence and Infrastructure Protection Analyst grant is extended.

 

Part 2.  Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 13, 2024 - June 9, 2024):

 

Under “Library, Administrative Services Decision Unit, Acquisitions and Serials Section”, delete one position of “Library Technical Services Coordinator” and add one position of “Library Technical Services Supervisor”.

 

Under “Copy Cataloging and Database Management Section”, delete one position of “Library Technical Services Coordinator” and add one position of “Library Technical Services Supervisor”.

 

Under “Library, Branch Library Services Decision Unit, Branch Library Services Pool”, delete twelve positions of “Library Services Coordinator (X)” and add twelve positions of “Library Services Supervisor (X)”.

 

Under “Library, Central Library Decision Unit, Education and Outreach Services Section”, delete one position of “Library Services Coordinator” and add one position of “Library Services Supervisor”.

 

Under “Library, Central Library Decision Unit, Talking Book and Braille Library (D)”, delete one position of “Library Services Coordinator (D)” and add one position of “Library Services Supervisor (D)”.

 

Under “Circulation Bureau, Tier and Book Handling Section”, delete one position of “Library Circulation Services Coordinator” and add one position of “Library Circulation Services Supervisor”.

 

Under “Registration/Book Return Section”, delete one position of “Library Circulation Services Coordinator” and add one position of “Library Circulation Services Supervisor”.

 

Under “Technology Section”, delete one position of “Library Circulation Services Coordinator” and add one position of “Library Circulation Services Supervisor”.

 

Under “Department of Neighborhood Services, Office of the Commissioner”, delete one position of “Neighborhood Services Operations Director (X)(Y)” and add one position of “Deputy Commissioner-Building Inspection (X)(Y)”.

 

Part 3.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 4.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 13, 2024 (June 9, 2024).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 5.  This ordinance will take effect and be in force from and after its passage and publication.
