Minutes note: Eng King Lee - DPW - said that the replacement will start early next year and that they will do as much as they can (replacing to headlights). Ald. Zamarripa asked how it was determined to start with this huge chunk on the north side. Mr. King Lee said that the decision was based on outage history.

Analysis

This resolution directs the Commissioner of Public Works to execute State/Municipal Agreement  with the Wisconsin Department of Transportation for the conversion of street lighting fixtures to LED from Center Street to Juneau Avenue and 60th Street to Lake Michigan. The State/Municipal Agreements provide for 80 percent Federal and State aid and 20 percent local cost sharing of the construction; The total estimated cost of this project is $4,024,625 with a grantor share of $3,207,700 and a City share of $816,925. This resolution also directs the City Comptroller to transfer funds for preliminary engineering at an estimated cost of $15,000 with an estimated City Share of $15,000 and a grantor share of $0. This resolution also directs the City Comptroller to transfer funds for Procurement at an estimated cost of $1,620,000 with an estimated City share of $324,000 and a grantor share of $1,296,000. Construction funds for this project will be included in future resolutions.

Body

Whereas, A project agreement has been requested and received from the Wisconsin Department of Transportation (WisDOT) to be executed by the City of Milwaukee for the conversion of street lighting fixtures to LED from Center Street to Juneau Avenue and 60th Street to Lake Michigan, with Federal and State aid; and

Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee of project cost overruns and changes in scope approved by the Department of Public Works; and

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100 percent liable for project cost overruns and changes in scope as approved by the Department of Public Works; and

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100 percent liable for project cost overruns and changes in scope as approved by the Department of Public Works; and

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any cost incurred by the State should the City decide to withdraw from the project; and

Whereas, Construction funds for the project will be included in a separate resolution; now,

therefore, be it

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized to execute the agreement for the programming and construction of the aforementioned project with Federal and/or State aid, copies of which are attached to Common Council Resolution File Number 230414, and are incorporated into this resolution by reference as though set forth in full; and, be it

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values for construction for the project (Expenditure) and transfer to any of these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:
