Analysis
This resolution authorizes the Health Department to apply for, accept and fund the Tobacco Control Grant from the Wisconsin Division of Health and Family Services in the amount of $279,827. The purpose of this project is to support a broad-based community tobacco coalition in order to achieve a strategic community plan to eliminate the morbidity and mortality associated with tobacco use.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Division of Health and Family Services to support a broad-based community tobacco coalition in order to achieve a strategic community plan to eliminate the morbidity and mortality associated with tobacco use; and
Whereas, The operation of this grant project from 01/01/04 to 12/31/04 would cost $279,827 entirely provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin Division of Health and Family Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 030712 (Grant Ordinance); and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant parent of the 2004 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Tobacco Control Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amount required under the grant agreement; and, be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
Expend from the 2004 grant budget funds for training and out-of-town travel by departmental staff;
Enter into subcontracts and leases as detailed in the grant budget.
