This resolution requests the Milwaukee Police Department to implement a pilot program to place Automated Teller Machines in the lobbies of District Police Stations 3, 4 and 7 to create a safe haven for citizens to conduct their ATM cash transactions. Installation, maintenance and utility costs of the ATMs shall be no charge by the City of Milwaukee, and there shall be no charge by the City to the participating local financial institutions (such as space rental) as an incentive for the duration of the pilot program. This resolution also directs the Standards and Procurement Division-DOA to develop a request for proposal in conjunction with the Police Department to implement such a program.
BODY:
Whereas, Automatic Teller Machines (ATMs) are intended to provide their customers with convenient 24-hour access to cash at a large number of locations; and
Whereas, ATMs are often located in open, unsecured areas where customers are readily be observed making cash withdrawals; and
Whereas, Such ATM locations are frequently targeted by criminals who seize the opportunity to loiter nearby until they select an unsuspecting ATM customer to rob of their cash withdrawal; and
Whereas, Such robberies often result in violence, personal injury or even death; and
Whereas, The City of Los Angeles, California is currently reviewing implementation of a plan to install ATMs in police stations on a trial basis; and
Whereas, Locating ATMs in police stations in the City of Milwaukee would create a safe haven for citizens to conduct their ATM cash transactions, as well as bring the public in contact more often with police on a positive basis; and
Whereas, The Police Department has determined, on the basis of crime statistics, that Police Districts 3, 4 and 7 have had a higher incidence of ATM-related robberies than other areas of the city; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Milwaukee Police Department is requested to implement placement of Automated Teller Machines in the lobbies of Police District Stations 3, 4 and 7 on a pilot basis for a period of one year; and, be it
Further Resolved, That the installation, maintenance and utility costs of the ATMs in the 3 designated police stations under the pilot program shall be at no cost to the City of Milwaukee, and there shall be no charge by the City to the participating local financial institutions (such as space rental) as an incentive for the duration of the pilot program; and, be it
Further Resolved, That the Standards and Procurement Division-Department of Administration is directed to develop a request for proposal (RFP) in conjunction with the Police Department to implement such a pilot program for placement of ATMs in the lobbies of Police District Stations 3, 4 and 7; and, be it
Further Resolved, That the Standards and Procurement Division-DOA and the Police Department shall submit the RFP to the City Attorney for review and then to the Common Council for approval within 30 days of passage of this resolution; and, be it
Further Resolved, That the Police Department shall submit the proposed final contract with the participating financial institutions to the Common Council for approval prior to execution of the contract; and, be it
Further Resolved, That the Police Department may submit written reports on a quarterly basis to the Common Council regarding the ATM pilot program during the one-year period the ATMs are operating in the 3 police stations.
