Title
Substitute resolution directing the Department of Public Works to study and report on the optimal use of public works equipment and employes for provision of services to public and private agencies.
 
Analysis
This resolution directs the Commissioner of Public Works to prepare a report on how certain specialized equipment items and their operators (city employes) might be made available to other agencies, both public and private, to insure their optimal use - providing revenue to the City while at the same time offering services to those purchasing them.  Possible items are included in a list attached to this resolution.  This report shall be provided to the Common Council within 15 working days of the adoption of this resolution.
 
Body
Whereas, Due to its obligation to provide a high level of service to its residents, the City of Milwaukee, and particularly the Department of Public Works, is required to purchase, maintain and provide trained staffing for a wide range of equipment; and
 
Whereas, Some of this equipment is highly specialized, making it fiscally impossible for smaller communities, school districts and some private industries to purchase, maintain and staff; and
 
Whereas, Given the financial circumstances in which the City finds itself, it is prudent to explore every source of revenue that might be secured without diminishing the level of services the City provides to its own residents; and
 
Whereas, Common Council File Number 020426, adopted July 16, 2002, authorizing the Commissioner of Public Works to enter into discussions with the City of Wauwatosa for the provision of street sweeping services on a pilot basis, has established a model of how such cooperative efforts can be undertaken for the benefit of all the parties involved; and
 
Whereas, Efforts of this kind could offer the City an opportunity to serve as a leader in both metropolitan cooperation and public-private partnerships; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is authorized and directed to prepare a report on how certain equipment items like those described in the documents attached to this resolution as well as their operators (city employes) might be made available to other agencies, both public and private, to insure the optimal use of both; and, be it
 
Further Resolved, That any proposal included in this report shall in no way diminish the services provided by the department to the citizens of the City of Milwaukee; and, be it
 
Further Resolved, That this report be submitted to the Common Council within 15 working days of the adoption of this resolution.
