Title

A substitute ordinance to further amend the 2018 offices and positions in the City Service.

Analysis

This substitute ordinance changes the rates of pay in the following departments:

Department of City Development, Common Council - City Clerk, Election Commission, Employes’ Retirement System, Fire and Police Commission, Health Department, Library, Department of Neighborhood Services, Police Department, Department of Public Works

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 170681 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under “Common Council - City Clerk, Central Administration Division”, add one position of “Workforce Development Specialist”.

 

Under “Research and Analysis Section, delete one position of “Legislative Fiscal Analyst Lead”.

 

Under “Department of City Development, General Management and Policy Development Decision Unit”, add section “RACM - Real Estate & Development” and add section “RACM - Development Team”.

 

Under “RACM - Real Estate & Development”, add one position of “Assistant Executive Director - Secretary”, add one position of “Development Manager”, add one position of “Real Estate Specialist”, add two positions of “Senior Environmental Project Engineer”, add one position of “Communication and Media Manager”, and add four positions of “RACM Graduate Intern”.

 

Under “RACM - Development Team”, add one position of “Development Manager” and add one position of “Senior Economic Development Specialist”.

 

Under “Election Commission, General Office”, add one position of “Program Assistant I”.

 

Under “Fire and Police Commission”, add one position of “Investigator/Auditor” and add two positions of “Risk Management Specialist”.

 

Under “Health Department”, amend footnotes “(B)”, “(C)”, “(F)”, “(J)”, “(Z)”, “(DD)”, “(HH)”, and “(HHH)” to read as follows:

 

“(B)                     To expire 12/31/18 unless the Sexually Transmitted Diseases Grant-HIV Prevention, available from the State of Wisconsin Department of Health Services, is extended.”

 

“(C)                     To expire 12/31/18 unless the Women’s, Infant’s and Children’s Grant, available from the Wisconsin Department of Health Services, is extended.”

 

“(F)                     To expire 12/31/18 unless the Sexually Transmitted Diseases Grant-STD Infertility Prevention, available from the State of Wisconsin Department of Health Services, is extended.”

 

“(J)                       To expire 12/31/18 unless the Maternal and Child Health Grant is extended.”

 

“(Z)                       To expire 12/31/18 unless the Childhood Lead Detection Grant is extended.”

 

“(DD)                     To expire 12/31/18 unless the Immunization Action Plan Grant is extended.

 

“(HH)                     To expire 12/31/18 unless the Hepatitis B Immunization Grant is extended.  A portion of the Health Interpreter Aide may be funded by the Immunization Action Plan Grant.”

 

“(HHH)                     To expire 12/31/18 unless the Medical Assistance (MA) Outreach Forward Health Grant from the State of Wisconsin Department of Health Services is extended.  Partially funds one position of Public Health Educator II.”

 

Under “Disease Control and Environmental Health Services Division, Childhood Lead Detection Program (Z)”, add one position of “Environmental Health Services Manager (Z)(TT)”.

 

Under “TD, CD, & IMMS Division”, add footnote designation “(HH)” to four positions of “Public Health Nurse Coordinator (X)(G)(P)(DD)” and four positions of “Public Health Nurse III (X)(G)”, delete one position of “Program Assistant I (DD)(X)”, and add footnote designation “(DD)” to one position of “Office Assistant III (P)(A)”.

 

Under “Family and Community Health Services Division, Community Healthcare Access Program”, add footnote designation “(J)” to one position of “Public Health Educator II (X)(HHH)”.

 

Under “Empowering Families of Milwaukee Program (E)”, add one position of “Public Health Nurse 3 (X)(G)(E)”.

 

Under “Men’s Health Program”, add one position of “Public Health Nurse 3 (X)(G)(E)”.

 

Under “Microbiological Division”, add footnote “(M)” designation to five positions of “Microbiologist (D)” and add footnote “(M)” to read as follows:

 

“(M)                     To expire 6/30/18 unless the Wisconsin Antimicrobial Resistance Surveillance, available from the State of Wisconsin Department of Health Services Division of Public Health, is extended.”

 

Under “Women’s, Infant’s and Children’s Nutrition Program Grant (C)”, delete one position of “Clinic Assistant - Bilingual (X)(C)” and add one position of “Nutritionist - Bilingual (X)(C)”.

 

Under “Sexually Transmitted Disease Clinic”, add two positions of “Disease Intervention Specialist (X)”.

 

Under “Library, Administrative Services Decision Unit”, add section “Office on Early Childhood Initiatives”. 

 

Under “Office on Early Childhood Initiatives”, add one position of “Early Childhood Director”.

 

Under “Department of Neighborhood Services, Condemnation Inspection Section”, add one position of “Building Construction Inspector (X)(C)” and add one position of “Program Assistant II”.

 

Under “Department of Neighborhood Services”, add section “Vacant Building Registration Program”.

 

Under “Vacant Building Registration Program”, add four positions of “Residential Code Enforcement Inspector (X)(G)” and add footnote “(G)” to read:

 

“(G)                     Intent is for the duties of these positions to include monitoring neighborhoods for quality of life issues such as infrastructure conditions, street lighting problems, uncollected garbage or litter, unshovelled snow, standing water or sewage and similar issues.”

 

Under “Police Department, Assigned As Needed Within Decision Unit”, add eight positions of “Community Service Officer”.

 

Under “Department of Public Works - Administrative Services Division, Planning and Development Section”, add footnote designation “(S)” to one position of “Civil Engineer II”, delete one position of “Coordination Manger (Y)”, add one position of “Public Works Coordination Manager (Y)”, and add footnote “(S)” to read:

 

“(S)                     Common Council approval required to fill positions for Small Cell Antenna Installation.”

 

Under “Department of Public Works - Infrastructure Services Division, Transportation Operations Decision Unit, Small Cell”, add footnote designation “(S)” to two positions of “Municipal Services Electrician”, two positions of “Electrical Worker”, and two positions of “Special Laborer, Electrical Services”.

 

Under “Street Lighting and Underground Conduit”, add footnote designation “(S)” to two positions of “Electrical Engineer II” and add footnote “(S)” to read:

“(S)                     Common Council approval required to fill positions for Small Cell Antenna Installation.”

 

Under “Bridges & Buildings Decision Unit, Custodial Services”, add two positions of “Custodial Worker II/City Laborer.”

 

Part 2.  Part 1, Section 1 of ordinance File Number 170681 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 26, 2017 - December 17, 2017):

 

Under “Employes’ Retirement System, Information Systems”, delete one position of “ERS Functional Applications Manager”, delete one position of “ERS Systems Administrator”, add one position of “ERS Applications Development Manager”, and add one position of “ERS Systems Manager”.

 

Part 3.  Part 1, Section 1 of ordinance File Number 170681 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 2, 2018 - January 14, 2018):

 

“Under the Department of Public Works - Parking Fund, Parking Administration/Meters”, delete one position of “Accounting Program Assistant III”, delete one position of “Accounting Assistant II”, add one position of “Accountant III”, and add one position of “Accounting Assistant III”.

 

Part 4.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 5.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 26, 2017 (December 17, 2017).

 

Part 6.  The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 2, 2018 (January 14, 2018).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 7.  This ordinance will take effect and be in force from and after its passage and publication.
