Title
Resolution relating to application for, and acceptance and funding of, a Wisconsin Department of Agriculture, Trade & Consumer Protection Clean Sweep Grant.
Analysis
This resolution authorizes the Department of Public Works-Operations to apply for, accept and fund a Wisconsin Department of Agriculture, Trade & Consumer Protection (DATCP) Clean Sweep Grant. The purpose of this grant is to defray costs for the collection and promotion of household hazardous waste (HHW) disposal at the City’s Lincoln Avenue Self-Help Facility located at 3879 W. Lincoln Avenue. Lincoln Avenue Self-Help is a leading urban self-help center that “takes it all” including trash, recyclables, appliances, furniture and hazardous waste. The City partners with the Milwaukee Metropolitan Sewerage District (MMSD) to operate the collection at the city-owned site at no-cost to the city. The total project cost is $24,900, of which $18,500 (75%) will be provided by the grantor and $6,400 (25%) in match contributions provided by MMSD.

Whereas, The City of Milwaukee appears to be eligible for a Clean Sweep Grant from the Wisconsin Department of Agriculture, Trade & Consumer Protection; and
Whereas, The Department of Public Works-Operations Division (Sanitation Section) would use this grant to promote the Lincoln Avenue Self-Help Center as a HHW collection site and defray the cost of HHW collection; and
Whereas, This project will include the following components:
1. Promote the City’s Lincoln Avenue Self-Help Facility located at 3879 W. Lincoln Avenue as a collection site for HHW by defraying the partial cost in the amount of $6,500 for the annual Environmental Services household mailer. The mailer includes information on all waste reduction services including HHW collection. The mailer is distributed citywide to 195,000 households.
2. Defray the cost of HHW collection incurred by MMSD. The City will reimburse MMSD a total of $12,000 from the grant to off-set the cost of HHW collection at the Lincoln Avenue site only. The cost of collection is a required component of the grant. The grantor will not allow 100% of the grant funds to be used for promotional purposes.

Whereas, The implementation of this project will cost $24,900, of which $18,500 or 75% will be provided by the grantor, with the remaining $6,400 or 25% from third-party match contributions; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works is authorized to apply for, accept and expend a Clean Sweep Grant in the amount of $18,500 from the Wisconsin DATCP without further Common Council approval, unless the terms of the grant change in a manner described in s. 304-81 of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Encumber in the parent accounts of the 2008 Special Revenue Accounts-Grant and Aid Projects the following amounts for the project:

2. Create a Special Revenue Fund-Grant and Aid Projects and the necessary expenditure and revenue accounts, appropriate to these accounts the amounts required under the Grant Agreement, and transfer the corresponding offsetting estimated revenue.
3. Establish the necessary Grant and Aid performance sub-measures.

Further Resolved, That these funds are appropriated to the Department of Public Works-Operations Division (Sanitation Section), which is authorized to:
1. Make expenditures from these funds for specified purposes as indicated in the program budget, a copy of which is attached to this file.
2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10% or more.
3. Enter into subcontracts and leases to the extent detailed in the project budget.
