Substitute ordinance to further amend the 1997 offices and positions in the City Service under control of the Common Council.
BODY:
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 1 of ordinance File Number 961002 relative to offices and positions in the City Service is hereby amended as follows:
Under "Municipal Court, Post-Trial Record Processing and Maintenance", add one position of "Office Assistant II" and under "Courtroom Proceedings", add one position of "Court Clerk I."
Under "Department of Employee Relations-Administration Division", delete one position of "Management Accountant-Senior" and add one position of "Management Accounting Specialist"; under "Staffing Division", delete one position of "Staffing Services Manager (Y)", one position of "Personnel Analyst-Lead" and five positions of "Personnel Analyst-Senior" and add one position of "Human Resources Manager (Y)" and six positions of "Human Resources Representative"; under "Compensation Division", delete one position of "Compensation Services Manager (Y)" and add one position of "Human Resources Manager (Y)"; under "Job Evaluation Section", delete one position of "Classification Systems Administrator" and one position of "Personnel Analyst- Senior" and add two positions of "Human Resources Representative"; under "Pay Services Section", delete one position of "Personnel Analyst-Senior" and add one position of "Human Resources Representative"; under "Labor Relations Division", delete one position of "Labor Relations Officer", two positions of "Labor Relations Specialist" and one position of "Labor Relations Analyst-Senior" and add four positions of "Human Resources Representative"; under "Equal Employment Division", delete one position of "Equal Employment Opportunity Manager (Y)", one positon of "Personnel Analyst-Lead" and one position of "Personnel Analyst-Senior" and add one position of "Human Resources Manager (Y) and two positions of "Human Resources Representative"; under "Training and Development Services Section", delete one position of "Training and Development Manager (Y)" and one position of "Personnel Analyst-Senior" and add one position of "Human Resources Manager (Y)" and one position of "Human Resources Representative."
Under "Health Department, Consumer Protection and Environmental Health Decision Unit, Auxiliary Positions", delete one position of "Environmental Hygienist (0.5 FTE)" and add one position of "Environmental Hygienist (1.0 FTE)."
Under "Police Department, Administration Decision Unit, Personnel and Administration Bureau, Personnel Division", delete one position of "Administrative Specialist" and add one position of "Personnel Analyst-Senior" and under "Operations Decision Unit", amend footnote "(F)" to read: "Truancy Abatement Grant: four positions to expire 6/30/98 unless grant funds from Milwaukee Public Schools continues."
Under "Department of Public Works-Administrative Services Division, Contracts and Permits", delete one position of "Management Civil Engineer-Senior" and one position of "Accounting Assistant I" and under "Community Relations", delete one position of "Communications Manager (X)(Y)." Create a new section "Permits and Communications" and add one position of "Permits and Communications Manager (X)(Y)" and one position of "Permits and Communications Specialist."
Under "Department of Public Works-Forestry Division", delete one position of "Nursery Supervisor" and add one position of "Greenhouse and Nursery Manager."
Part 2. Section 1 of ordinance File Number 961002 relative to offices and positions in the City Service is hereby further amended as follows (Effective Pay Period 1, 1998 - December 28, 1997):
Under "Department of Public Works-Buildings and Fleet Division, Facilities Maintenance Management Section", delete one position of "Facilities Manager" and substitute in lieu thereof one position of "Facilities Services Manager" and in "Facilities Repair Section", delete one position of "Facilities Repair Manager" and one position of "Construction Coordinator" and substitute in lieu thereof one position of "Facilities Services Manager" and one position of "Facilities Construction Project Coordinator."
Part 3. Section 1 of ordinance File Number 961002 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 14, 1996 - June 30, 1996):
Under "Department of Administration-Budget and Management Division", delete one position of "Office Assistant IV" and add one position of "Administrative Assistant II"; under "Standards and Procurement Division, Central Reproduction and City Records Center, Mail Delivery Section", delete one position of "Mail Processor I" and one position of "Mail Processor II" and add two positions of "Mail Processor"; and under "Auxiliary Positions", delete one position of "Mail Processor II" and add one position of "Mail Processor."
Under "Common Council-City Clerk, Legislative Reference Bureau Division, Administrative Services Section", delete one position of "Office Assistant II" and add one position of "Office Assistant III."
Under "Comptroller, Payroll Administration Division", delete one position of "Office Assistant III" and add one position of "Personnel Payroll Assistant I" and under "Revenue and Cost Division", delete one position of "Office Assistant III" and add one position of "Office Assistant IV."
Under "Department of City Development, Community Planning and Development Services Decision Unit, Economic Development Division, Marketing and Civic Development Services Office", delete one position of "Office Assistant III" and add one position of "Office Assistant IV"; under "Public Housing Programs Decision Unit, Family Housing Unit", delete one position of "Office Assistant IV (X)" and nine positions of "Office Assistant III" and add one position of "Office Coordinator (X)" and nine positions of "Office Assistant IV"; under "Hillside URD Site", delete two positions of "Office Assistant III" and add two positions of "Office Assistant IV"; under "Elderly and Disabled Housing", delete one position of "Office Assistant IV (X)" and eleven positions of "Office Assistant III" and add one position of "Office Coordinator (X)" and eleven positions of Office Assistant IV"; and under "Field Support Services", delete one position of "Office Assistant II" and add one position of "Office Assistant III."
Under "Election Commission", delete one position of "Office Assistant II" and add one position of "Office Assistant IV."
Under "Department of Employee Relations-Staffing Division", delete one position of "Office Assistant II" and add one position of "Office Assistant III" and under "Compensation Division, Pay Services Section", delete one position of "Program Assistant II" and add one position of "Pay Services Specialist."
Under "Employes' Retirement System, Investments and Accounting", delete one position of "Accounting Assistant II" and add one position of "Accounting Assistant III."
Under "Fire Department, Supporting Services Decision Unit, Bureau of Administration", delete one position of "Office Assistant II" and add one position of "Office Assistant IV."
Under "Health Department, Consumer Protection and Environmental Health Decision Unit, Administrative Services Division", delete three positions of "Office Assistant III" and add three positions of "Office Assisstant IV."
Under "Library, Administrative Services Decision Unit, Serials Section", delete one position of "Mail Processor I" and add one position of "Mail Processor"; and under "Central Library Decision Unit, Public and Subject Services Division, Circulation Bureau, Public Services Section", delete one position of "Library Circulation Supervisor" and add one position of "Administrative Specialist-Senior."

Under "Department of Public Works-Infrastructure Services Division, Transportation Decision Unit, Estimating", delete one position of "Office Assistant II" and add one position of "Office Assistant III."
Under "Department of Public Works-Sanitation Division, Administration", delete two positions of "Communications Assistant III" and add two positions of "Communications Assistant IV."
Under "Department of Public Works-Water Works, Business Decision Unit, Billing Services", delete two positions of "Office Assistant II", two positions of "Office Assistant IV" and one position of "Accounting Assistant II" and add two positions of "Teller-Water II", two positions of "Program Assistant II" and one position of "Accounting Assistant III"; and under "Meter Repair Section", delete four positions of "Office Assistant II" and add four positions of "Customer Service Representative II."
Part 4. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 5. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 1998 (December 28, 1997).
The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 14, 1996 (June 30, 1996).
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.
Part 6. This ordinance will take effect and be in force from and after its passage and publication.
