Title

Analysis

This motion directs the Department of City Development to initiate an amendment to the Bronzeville Cultural and Entertainment District Development Incentive Zone to revise the overlay zone performance standards.

Body

Whereas, On November 22, 2022, the Common Council passed File Number 220772, an ordinance amending the City’s zoning map to establish a Development Incentive Zone known as the Bronzeville Cultural and Entertainment District on land located generally on the north and south sides of West North Avenue, at and west of North Dr. Martin Luther King Jr. Drive and east of Interstate 43; and

 

Whereas, As part of File Number 220772 and in accordance with the provisions of s. 295-1007-2 of the Milwaukee Code of Ordinance relating to the establishment of development incentive zones, the Common Council approved a list of permitted and prohibited uses and other performance standards for the Bronzeville Cultural and Entertainment District Development Incentive Zone; and

 

Whereas, There is a need to revise the performance standards for this Development Incentive Zone to clarify the standards consistent with the spirit and intent of the overlay zone; and

 

Whereas, Section 295-1007-2-f of the Code provides that an amendment to a development incentive zone overlay zone may only be initiated by a motion of the Common Council or by a petition submitted to the Common Council and signed by owners of 50% or more of the land in the overlay zone; now, therefore

 

It is moved, By the Common Council of the City of Milwaukee, that the Department of City Development is directed to draft and introduce an ordinance to amend the Bronzeville Cultural and Entertainment District Development Incentive Zone by revising the performance standards.
