- ANALYSIS - This resolution authorizes the Commissioner of Public Works to issue one or more permits to C.G. Schmidt, a general contractor, allowing use of East Chicago Street and North Water Street for construction related activities associated with a new parking structure to be located at 215-225 East Chicago Street. The entire width of the East Chicago Street roadway adjacent to the project site would be used for the duration of the project. However, the north sidewalk on Chicago would remain open. The Water Street sidewalk and parking lane adjacent to the site would also be closed. In addition, the easterly half of North Water Street to the centerline of the road would be used occasionally as conditions dictate. Construction is expected to begin in October and last about seven months.
 
 
BODY:
Whereas, Business Improvement District Number 2 (the Historic Third Ward) plans to construct a parking structure at the southeast corner of East Chicago and North Water Streets (215-225 East Chicago); and
 
Whereas, BID #2 has hired C.G. Schmidt to construct the new parking structure; and
 
Whereas, C.G. Schmidt has requested permission to use the segments of North Water Street and East Chicago Street which abut the project site for construction-related activities; and
 
Whereas, The East Chicago Street segment to be used for construction related activities would encompass the sidewalk adjacent to the site as well as the entire roadway and would be used for the duration of the project; and
 
Whereas, The North Water Street segment would include the sidewalk and the parking lane adjacent to the site for the duration of the project as well as the northbound travel lanes on an occasional basis; and
 
Whereas, Construction of the parking structure is expected to take about seven months beginning in October of 1998; and
 
Whereas, The project site is of limited size and is surrounded by existing buildings thereby allowing little opportunity for on-site storage, marshaling and other construction-related activities; and
 
Whereas, City traffic engineers have concluded that the traffic and parking impacts likely to result from use of the streets as proposed by C.G. Schmidt would be manageable; and
 
Whereas, The Commissioner of Public Works is authorized to issue permits for temporary occupancy of up to one-third of public streets while temporary use beyond that must be approved by the Common Council; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized to issue permits to C.G. Schmidt allowing the contractor to occupy portions of the East Chicago Street and the North Water Street rights-of-way adjacent to property known as 215-225 East Chicago Street; and, be it
 
Further Resolved, That the Commissioner of Public Works is hereby directed to work with the contractor to minimize both the area and duration of construction-related use of the affected public streets.
