Substitute resolution relative to acceptance and funding of a Transportation Demand Management Grant for the creation of a Transportation Management Association for the University of Wisconsin - Milwaukee and eastside Milwaukee area.
ANLS:
- Analysis - This resolution authorizes and directs the Commissioner of Public Works to:
 
1. Accept and execute a Transportation Demand Management grant project from the Wisconsin Department of Transportation in the amount of $45,000 with a local share of $9,000 and a grantor share of $36,000.
 
2.      Execute an agreement between the University of Wisconsin - Milwaukee and the City of Milwaukee to establish project responsibilities, such as, project coordination and the local funding.
 
The purpose of the grant is to create a Transportation Management Association for the University of Wisconsin - Milwaukee / Eastside Milwaukee area to focus on the impacts of the large number of commuter trips generated primarily by the University of Wisconsin - Milwaukee and to a lesser extent by other nearby trip generators such as Columbia Hospital and local area businesses.
 
 
BODY
Whereas, The University of Wisconsin - Milwaukee (UWM) wishes to create a Transportation Management Association (TMA) for the UWM - eastside Milwaukee area that will identify and pursue measures to mitigate transportation related problems within such area; and
 
Whereas, UWM is eligible, with the support of a public sponsor, for a Transportation Demand Management (TDM) grant from the Wisconsin Department of Transportation (WISDOT) that would provide financial assistance for the creation of a TMA; and
 
Whereas, UWM officials have approached and requested the City of Milwaukee to act as the TMA project's public sponsor at no cost to the City of Milwaukee; and
 
Whereas, The operation of this TDM grant project from 6/1/98 to 12/31/99 would cost $45,000 of which, $9,000 (20 %) would be provided by UWM and $36,000 (80%) would be provided by the grantor; and
 
Whereas, The WISDOT has submitted a Grant Contract (attached to this file) for the project to be executed by the public sponsor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, That the Commissioner of Public Works is hereby authorized and directed to accept and execute a grant contract with the Wisconsin Department of Transportation, a copy of which is attached to Common Council File Number 980365, for the creation of a Transportation Management Association on the east side of the City of Milwaukee under the 1998 TDM program; and, be it
 
Further Resolved, That the Commissioner of Public Works is hereby authorized to engage the University of Wisconsin-Milwaukee as a consultant and/or enter into an agreement to carry out the intent of this resolution, as proposed in the TDM project application; and, be it
 
Further Resolved, That the City Comptroller is authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary revenue and expenditure accounts for this project, to transfer to any of these accounts the amount required under the agreement with the Wisconsin Department of Transportation and City accounting policy, said amount not to exceed a 10 percent increase of the total amount reserved for the grantor's share or the local share and to transfer the corresponding offsetting estimated revenue as follows:

Further Resolved, That upon receipt of invoices from the WISDOT, the Commissioner of Public Works is authorized to request funds from UWM for the local share of the costs; and, be it
 
Further Resolved, That upon payment by UWM, the Commissioner of Public Works is hereby authorized and directed to approve and make periodic payments to the WISDOT for the local share of the project cost.
