Minutes note: Jeanne Dawson, HACM’s Program Specialist, summarized the proposal for the disposition of the vacant single-family Scattered Sites Public Housing unit located at 3156 North 24th Place and distributed a picture of the property to the Board. Ms. Dawson answered the Commissioners’ questions about selling directly to an agency. She explained that Acts Housing provides rehabilitation loans and supportive programming to assist first-time homebuyers and could work with a client to purchase and renovate the property into a livable home.

WHEREAS, the Housing Authority of the City of Milwaukee (HACM) owns and manages more than 4,000 units of low-rent public housing under the terms of an Annual Contributions Contract with the U. S. Department of Housing and Urban Development (HUD); and

 

WHEREAS, HUD allows Public Housing Authorities to submit Disposition applications to dispose of all or part of public housing structures and land in excess of what is needed to operation efficiently;

 

WHEREAS, the property at 3156 N. 24th Pl. was vacated seven years ago and has suffered damaged to an extend which exceeds the Scattered Sites budget to repair the unit to Housing Quality Standards; and,

 

WHEREAS, AHA 1, LLC is the 501(c)(3) property acquisition and holding arm of Acts Housing, a local non-for-profit that provides homeownership counseling, credit repair, financing and brokerage services to first-time and low-income homebuyers; and,

 

WHEREAS, AHA 1, LLC buys foreclosed and distressed properties to keep them available for owner-occupants who receive homeownership counseling, credit repair and rehab assistance through Acts Housing; and,

 

WHEREAS, the goal of Acts Housing is the same as HACM’s which is to preserve the unit as affordable housing; and,

 

WHEREAS, a deed restriction will accompany the sale to ensure that the house will ultimately be sold to a buyer whose household income is below 80% of County Median Income; and,

 

WHEREAS, the Secretary-Executive Director recommends approving the submission by the Housing Authority of the Disposition application to sell the Scattered Sites unit at 3156 N. 24th Pl. to Acts Housing (AHA 1, LLC) for $1.00; and, therefore, let it be

 

RESOLVED, that the recommendation to submit the Disposition application to sell 3156 N. 24th Pl. to Acts Housing (AHA 1, LLC) for $1.00 is hereby accepted; and be it

 

FURTHER RESOLVED, that the Secretary-Executive Director is hereby authorized to take whatever action is necessary to complete the submission of the Disposition application to sell 3156 N. 24th Pl. to Acts Housing (AHA 1, LLC) for $1.00
