Title
A substitute ordinance to further amend the 2021 offices and positions in the City Service.
Analysis
This substitute ordinance changes the offices and positions in the following departments:
Comptroller, Department of Employee Relations, Library, Department of Public Works (Administrative Services Division, Infrastructure Services Division)
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 200537 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 7, 2021 - March 21, 2021):
Under “Department of Public Works - Infrastructure Services Division, Transportation Operations Decision, MultiModal Unit”, delete one position of “Bicycle and Pedestrian Coordinator (A)”, delete two positions of “Associate Transportation Planner”, and add three positions of “Senior Transportation Planner”.
Part 2. Part 1, Section 1 of ordinance File Number 200537 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 12, 2021 - May 30, 2021):
Under “Library, Administrative Services Decision Unit, Administration Bureau”, delete one position of “Milwaukee Public Library Deputy Director (X) (Y)” and add one position of “Deputy Library Director (X) (Y)”.
Under “Operations Division”, delete one position of “Associate Library Director - Operations (X) (Y)” and add one position of “Associate Library Director (X) (Y)”.
Under “Human Resources Section”, delete one position of “Personnel Payroll Assistant II” and add one position ‘Personnel Payroll Assistant III”.
Under “Business Section”, delete one position of “Accounting Assistant I” and add one position of “Accounting Assistant II”.
Under “Investigation and Call Director Section”, delete one position of “Communications Assistant I” and add one position of “Library Communications Assistant”.
Under “Technical Services Division”, delete one position of “Associate Library Director - Technical Services (X) (Y)” and add one position of “Associate Library Director (X) (Y)”.
Under “Acquisitions and Serials Section”, delete one position of “Management Librarian (Y)” and add one position of “Library Services Manager (Y)”.
Under “Copy Cataloging and Database Management Section, delete one position of “Management Librarian (Y)” and add one position “Library Services Manager (Y)”.
Under “Branch Library Services Decision Unit, Branch Library Services Pool”, delete twelve positions of “Library Branch Manager (X)”, add twelve positions of “Library Services Manager (X)”, delete five positions of “Librarian II”, delete two positions of “Librarian Associate”, and add seven positions of “Librarian III”.
Under “Auxiliary Positions:”, delete one position of “Librarian V” and add one position of “Library Services Manager”.
Under “Central Library Decision Unit, Central Library Services Bureau”, delete one position of “Management Librarian (X)” and add one position of “Library Services Manager (X)”.
Under “Ready Reference Section”, delete one position of “Librarian V (X)” and add one position of “Library Services Manager (X)”.
Under “Humanities and Arts Section”, delete one position of “Librarian V (X)” and add one position of “Library Services Manager (X)”.
Under “Special Collections and Archives Section”, delete one position of “Management Librarian” and add one position of “Library Services Manager”.
Under “City Archives Unit”, delete one position of “Processing Archivist” and add one position of “Librarian III”.
Under “Business, Technology, Science and Periodicals Section”, delete one position of “Librarian V (X)” and add one position of “Library Services Manager (X)”.
Under “Education & Outreach Services Section”, delete one position of “Librarian V (X) (Y)”, add one position of “Library Public Services Area Manager (X) (Y)”, delete one position of “Management Librarian (X)”, and add one position of “Library Services Manager (X)”.
Under “Central Library Services Pool”, delete two positions of “Librarian II (F)”, delete two positions of “Librarian Associate”, add two positions of “Librarian III (F)”, and add two positions of “Librarian III”.
Under “Talking Book and Braille Library (D)”, delete one position of “Management Librarian (D)”, add one position of “Library Services Manager (D)”, delete one position of “Librarian II (D)”, and add one positon of “Librarian III (D)”.
Under “Circulation Bureau Pool”, delete one position of “Library Circulation Services Representative (A)” and add one position of “Library Communications Assistant (A)”.
Under “Auxiliary Positions”, delete two positions of “Librarian V” and add two positions of “Library Services Manager”.
Part 3. Part 1, Section 1 of ordinance File Number 200537 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 16, 2021 - July 25, 2021):
Under “Comptroller, Administration Division”, delete one position of “Special Assistant to the Comptroller (Y)” and add one position of “Senior Financial Analyst”.
Under “Financial Advisory Division”, delete one position of “Revenue and Financial Services Specialist” and add one position of “Revenue and Financial Services Manager”.
Under “Financial Systems Support Division”, delete one position of “Network Analyst” and add one position of “Comptroller Network Administrator”.
Under “Department of Employee Relations, Operations Division, Staffing and Certification Services”, delete one position of “Customer Services Representative III” and add one position of “Administrative Assistant II”.
Under “Department of Public Works - Administrative Services Division, Administrative Services, Finance and Planning Section”, delete one position of “Business Services Specialist” and add one position of “Human Resources Representative”.
Part 4. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 5. The provisions of Part 1 of this ordinance are deemed to be in force and effect from and after Pay Period 7, 2021 (March 21, 2021).
Part 6. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 12, 2021 (May 30, 2021).
Part 7. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 16, 2021 (July 25, 2021).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 8. This ordinance will take effect and be in force from and after its passage and publication.
