Resolution relative to application for, acceptance and funding of a 2005 State of Wisconsin Urban Forestry Grant.
Analysis
This resolution authorizes the Department of Public Works-Operations Division to apply for, and accept and fund, a 2005 Urban Forestry Grant from the Wisconsin Department of Natural Resources.  This grant will be used to fund a program to expand a computerized inventory of the location and health of City street trees in the Central Forestry District (broadly defined by Congress Street to the north, the Menomonee River to the south, Lake Michigan to the east and the City of Wauwatosa border to the west).  The total project cost is $50,000, of which $25,000 (50%) will be provided in-kind by the City and $25,000 (50%) will be provided by the grantor.  The street tree inventory program will include the following components:
  1. Train staff and urban forestry interns to utilize the computer software (TreeSavvy) necessary to perform a tree inventory of street trees located in the Central Forestry District.
  2. Expand a Geographical Information System-based inventory of City street trees located in the Central Forestry District area, using staff and urban forestry interns.
  3. Use the information gathered to analyze the urban forest cover, the growth rate, the mortality rate and the capital expenditure required per street tree.
  4. Research tree inventory practices in other urban communities, such as Minneapolis and Cleveland, that use the TreeSavvy inventory software.
  5. Create and implement an action plan that fully utilizes the data collected to improve daily management of Milwaukee's Central Forestry District street trees.

Whereas, The City of Milwaukee appears to be eligible for 2005 Urban Forestry Grant funds from the Wisconsin Department of Natural Resources for development and expansion of a program to inventory, analyze and manage street trees located in the Central Forestry District; and
 
Whereas, The Department of Public Works-Operations Division (Forestry Section) would use such funds to implement a street tree project that includes the following components:
 
1. Train staff and urban forestry interns to utilize the computer
   software (TreeSavvy) necessary to perform a tree inventory of
   street trees located in the Central Forestry District.
 
2. Expand a Geographical Information System-based inventory of
City street trees located in the Central Forestry District area, using staff and urban forestry interns.
 
3. Use the information gathered to analyze the urban forest cover, the
   growth rate, the mortality rate and the capital expenditure
   required per street tree.
 
4. Research tree inventory practices in other urban communities, such

Whereas, The operation of this grant-supported project from January 1, 2005, through December 31, 2005, will cost $50,000, of which $25,000 (50%) will be provided in-kind by the City and $25,000 (50%), the maximum award under the Urban Forestry Grant program, will be provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works is authorized to apply for and accept a 2005 Urban Forestry Grant from the Wisconsin Department of Natural Resources without further Common Council approval, unless the terms of the grant change in a manner described in s. 304-81 of the Milwaukee Code of Ordinances; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.  Encumber in the parent accounts of the 2005 Special Revenue Accounts-Grant and Aid Projects the following amounts for the project entitled Urban Forestry Grant:

3.  Establish the necessary Grant and Aid performance submeasures; and, be it
 
Further Resolved, That these funds are appropriated to the Department of Public Works-Operations Division (Forestry Section), which is authorized to:
 
1.  Make expenditures from these funds for specified purposes (personnel, consultant services, equipment and supplies), as  indicated in the program budget, a copy of which is attached to this file.
 
2.  Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10% or more.
 
3.  Enter into subcontracts and leases to the extent detailed in the project budget.
