Title
A substitute ordinance to further amend the 2024 rates of pay of offices and positions in the City Service.
Analysis
This substitute ordinance changes the rates of pay in the following departments:
All Departments, Department of Administration (Office of the Director - Office of Equity and Inclusion; Office of Community Wellness and Health), Department of City Development, Common Council - City Clerk, Department of Emergency Communications, Fire and Police Commission, Health Department (Clinical Services Division; Community Health Division, Environmental Health Division; Policy, Innovation & Engagement Division), Library, Department of Neighborhood Services, Police Department, Department of Public Works (Infrastructure Services Division - Bridges & Buildings Decision Unit; Transportation Operations Decision Unit; Operations Division - Fleet Services Section; Water Works - Water Quality Organization)

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 26, 2024 - December 8, 2024):
Under Pay Ranges 1AX, 1BX, 1CX, and 1DX, amend the minimum rates of pay on the left side of the table under “Wage Rate” to read:
Hourly 28.20
Biweekly 2,256.00
Annual 58,656.00
Under Pay Range 1LX, add the title “Emergency Communications Project Manager (7)”.
Under Pay Range 1MX, add the title “Outreach and Training Manager (1)”.
Under Pay Range 1PX, delete the title “Deputy Commissioner of Policy, Innovation and Engagement” and add the title “Deputy Commissioner of Policy, Innovation and Equity”.
Part 2. Part 1, Section 2 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 26, 2024 - December 8, 2024):
Under Pay Range 2CN, delete the titles “Library Connected Learning Specialist (1)” and “Library Now Program Specialist (1)”.
Under Pay Range 2DN, add the titles “Library Now Program Specialist (5)” and “Library Connected Learning Specialist (5)”.
Under Pay Range 2EN, delete the title “Community Outreach Specialist (3)”.
Under Pay Range 2EX, delete the title “Community Outreach Liaison”.
Under Pay Ranges 2EX, 2FX, 2GX, and 2HX, amend the minimum rate of pay under “Wage Rate” to read:
Hourly 28.20
Biweekly 2,256.00
Annual 58,656.00
Under Pay Range 2FN, delete the title of “Library Education Outreach Coordinator (4)”, delete footnote (4) in its entirety, and renumber remaining footnotes accordingly.
Under Pay Range 2FX, delete the title of “Community Outreach Project Liaison”.
Under Pay Range 2GN, add the title “Community Outreach Specialist (10)”.
Under Pay Range 2GX, add the title “Community Outreach Liaison (2)”.
Under Pay Range 2HN, add the title of “Library Education Outreach Coordinator (11)”.
Under Pay Range 2HX, delete the titles of “Business Systems Specialist” and “Community Outreach Coordinator”.
Under Pay Range 2IX, delete the title of “Workforce Outreach Specialist (1)” and add the title of “Community Outreach Project Liaison (1)”.
Under Pay Range 2JX, delete the title of “Workforce Development Coordinator (3)” and add the title of “Workforce Outreach Specialist (3)”.
Under Pay Range 2KN, delete the title of “Public Health Nurse - Senior (1) (5)” and add the title of “Public Health Nurse - Leader (1) (5)”.
Under Pay Range 2KX, add the titles of “Community Outreach Coordinator (3)”, “Business Outreach Specialist (3)”, and “Workforce Development Coordinator (3)”.
Part 3. Part 1, Section 3 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 26, 2024 - December 8, 2024):
Under Pay Range 3MN, add footnote designation (8) to the title “Water Laboratory Technician (7)” and add new footnote (8) to read:
(8) Employees will receive an additional 5% incentive for lead work.
Part 4. Part 1, Section 5 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 26, 2024 - December 8, 2024):
Under Pay Range 5GN, delete the title “Police Services Specialist - Investigator (6)” and delete footnote (6) in its entirety.
Under Pay Range 5JN, add the title “Police Services Specialist - Investigator (2) (6)” and add new footnote (6) to read:
(6) Employees shall receive an additional ($.65) per hour when they are assigned to act as a lead worker. This additional pay shall not be included in base salary for determining fringe benefits.
Part 5. Part 1, Section 6 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 26, 2024 - December 8, 2024):
Under Pay Range 6CN, delete the title “Police Services Specialist”.
Under Pay Range 6KN, add the title “Police Services Specialist (3)”.
Part 6. Part 1, Section 8 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 18, 2023 - August 20, 2023):
Under Pay Range 8JN, delete the title “Driving Training Instructor (1)” and add the title “Driver Training Instructor (1)”.
Under Pay Range 8IN, delete the title “Directional, Boring Machine Operator/Worker (1)” and add the title “Directional Boring Machine Operator/Worker (1)”.
Part 7. Part 1, Section 9 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 26, 2024 - December 8, 2024):
Under Pay Range 9JN, delete footnotes (2) and (3) in their entirety and amend footnote (1) to read:
(1) Previous City of Milwaukee Employees to be hired at the following rate:
Biweekly 3,244.75
Annual 84,363.50
Part 8. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 9. The provisions of Part 6 of this ordinance are deemed to be in force and effect from and after Pay Period 18, 2023 (August 20, 2023).
Part 10. The provisions of Parts 1, 2, 3, 4, 5, and 7 of this ordinance are deemed to be in force and effect from and after Pay Period 26, 2024 (December 8, 2024).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 11. This ordinance will take effect and be in force from and after its passage and publication.
