Analysis

This resolution directs the installation and construction of certain public improvements which have been determined to be nonassessable by the Commissioner of Public Works.  The City cost of the projects approved by this resolution is estimated to be $4,050,100.  The total estimated cost of these projects is $18,448,000.

Body

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions determining it necessary and in the public interest to construct nonassessable improvements; and

Whereas, Plans, specifications and cost estimates have been prepared for the following described improvements:

4th Aldermanic District

W. Kilbourn Ave. Bridge (and approaches) over the Milwaukee River (ST32090710/BR32090710) (2207-02-70):  Bridge rehabilitation and concrete roadway approaches replacement.  (Grantor Non-Reimbursable Structure Fund -- $2,274,000; Grantor Structure Reimbursable Fund -- $341,100; City Share Non-Assessable Structure Fund -- $654,000, additional construction funds).

Construction is scheduled for 2007/2008.

Previously authorized for bridge and street construction : $16,127,000

Current estimated costs of the total project to this resolution: $17,627,000

Original estimated costs of the total project (Resolution #000203): $1,777,000

Alley W. Cherry St., W. Galena St., N. 24th St., and N. 24th Pl. (ST214060102) File Number 051489:  Concrete alley construction, replace curb and gutter and sidewalk and driveway approaches where necessary, sodding, grading, and tree removal where necessary. (Developer Paving Fund -- $75,000)  The total estimated cost for this project including this request is $75,000.  This project is anticipated to be completed during the late 2006 construction season.

8^th and 10^th Aldermanic Districts

Install concrete traffic calming devices (ST211060182): (Nonassessable Reconstruction Paving Fund -- $15,000) at the following locations: S. 25^th St. - W. Lapham St. to W. Orchard St., S. 26^th St. - W. Hayes Ave. to W. Lincoln Ave., and N. 52^nd St. - W. Vliet St. to W. Washington Blvd. The total estimated cost of this project is $16,000. This project is anticipated to be completed in 2006.

10th Aldermanic District

W. Bluemound Rd. - N. 40th St. to N. 44th St. (WT410061065) File Number 060574:  Joint sealing. (Nonassessable Water Fund -- $110,000)  The total estimated cost of this project including the requested amount is $125,000.  This project is anticipated to be completed during the 2007 construction season.

11th Aldermanic District

S. 37th St. - W. Ohio Ave. to W. Morgan Ave. (SM495060038) File Number 060243:  Relay sanitary sewer and lining. (Nonassessable Sewer Maintenance Relay Fund -- $295,000).  The total estimated cost for this project including the requested amount is $305,000.  This project is anticipated to be completed during the 2006 construction season.

12th Aldermanic District

S. 1st St. - 100 feet m/l north of W. Seeboth St. to 50 feet m/l north of W. Virginia St. (WT410061058):  Joint sealing. (Nonassessable Water Fund -- $285,000)  The total estimated cost of this project including the requested amount is $300,000.  This project is anticipated to be completed during the 2007 construction season.

; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is authorized and directed to proceed with said work; and, be it

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

Further Resolved, That the City Comptroller is authorized and directed to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
