Analysis

This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held.  The resolution authorizes the levying of special assessments and directs the installation and construction of said public improvements.  The City cost of these projects approved by this resolution is estimated to be $4,691,980.  The total estimated cost of these projects is $4,926,300.

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions, determining it necessary and in the public interest to construct and levy special assessments for the following improvements:

 

1st Aldermanic District

 

Alley between W. Fairmount Ave., W. Villard Ave., N. 51st Blvd., and N. 53rd St. (North - South Leg)  (ST212140103) File Number 120112: Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, storm drainage facilities, and permeable pavement as necessary.  (Assessable Alley Paving Fund -- $35,000; Nonassessable Alley Paving Fund -- $140,000). The total estimated cost for this project including the requested amount is $275,000.  This project is anticipated to be completed during the 2018 construction season.

 

N. Teutonia Ave. - W. Good Hope Rd. to W. Bradley Rd. (Portions in the Village of Brown Deer) (ST320-XX-XXXX)  File Number 171656:  Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (6’ width of tree border area), and grading. (Milwaukee County is lead agency)

Teutonia Ave. (ST211170151) Install traffic calming speed hump(s).  (Assessable Reconstruction Paving Fund -- $15,600; Nonassessable Reconstruction Paving Fund -- $2,000). The total estimated cost for this project including the requested amount is $17,600.  This project is anticipated to be completed during the 2018 construction season.

 

N.  24th Pl. --  W. Hope Ave. to W. Atkinson Ave.  (ST211170154)  Install traffic calming speed hump(s). (Assessable Reconstruction Paving Fund -- $7,400; Nonassessable Reconstruction Paving Fund -- $2,000). The total estimated cost for this project including the requested amount is $9,400.  This project is anticipated to be completed during the 2018 construction season.

 

3rd Aldermanic District

 

Alley between N. Humboldt Ave., E. Meinecke Ave.,  N. Weil St. and E. Wright St.  (ST212160105)  File Number 141118: Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities as necessary.  (Assessable Alley Paving Fund -- $38,000; Nonassessable Alley Paving Fund -- $72,000).  The total estimated cost for this project including the requested amount is $110,000.  This project is anticipated to be completed during the 2018 construction season.

 

4th Aldermanic District

 

N. 34th St. -- W. St. Paul Ave. to W. Clybourn St.  (ST211180162)  Install traffic calming speed hump(s).  (Assessable Reconstruction Paving Fund -- $3,200; Nonassessable Reconstruction Paving Fund -- $2,800).  The total estimated cost for this project including the requested amount is $6,000.  This project is anticipated to be completed during the 2018 construction season.

 

5th Aldermanic District

 

Alley between W. Burleigh St., W. Chambers St., N. 90th St., and N. 91st St. (ST212020130)  File Number 100142: Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, storm drainage facilities, and permeable pavement as necessary. (Assessable Alley Paving Fund -- $40,000; Nonassessable Alley Paving Fund -- $70,000).  The total estimated cost for this project including the requested amount is $225,000.  This project is anticipated to be completed during the 2018 construction season.

 

Alley between W. Concordia Ave., W. Townsend St., N. 91st St., and N. 92nd St. (South Half) (ST212050120)  File Number 031434: Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities where necessary.  (Assessable Alley Paving Fund -- $25,000; Nonassessable Alley Paving Fund -- $50,000). The total estimated cost for this project including the requested amount is $75,000.  This project is anticipated to be completed during the 2018 construction season.

 

8th Aldermanic District

 

S. 29th St - W. Hayes Ave. to W. Lincoln Ave. (ST211180167)  Install traffic calming speed hump(s).  (Assessable Reconstruction Paving Fund -- $6,300; Nonassessable Reconstruction Paving Fund -- $2,000). The total estimated cost for this project including the requested amount is $8,300.  This project is anticipated to be completed during the 2018 construction season.

 

11th Aldermanic District

 

Alley between W. Morgan Ave., W. Warnimont Ave., S. 83rd St., and S. 84th St.

(ST212160111) File Number 141512: Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities where necessary.  (Assessable Alley Paving Fund -- $15,000; Nonassessable Alley Paving Fund -- $45,000).  The total estimated cost for this project including the requested amount is $60,000.  This project is anticipated to be completed during the 2018 construction season.

 

12th Aldermanic District

 

Alley between W. Cleveland Ave., S. 15th Pl., S. 16th St., and the Kinnickinnic River (ST212180107) File Number 171094:  Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities where necessary.  (Assessable Alley Paving Fund -- $25,000; Nonassessable Alley Paving Fund -- $60,000). The total estimated cost for this project including the requested amount is $85,000.  This project is anticipated to be completed during the 2018 construction season.

 

Alley between W. Hayes Ave., W. Lincoln Ave., S. 7th St., and S. 8th St. (ST212160109) File Number 141118: Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities where necessary.  (Assessable Alley Paving Fund -- $43,000; Nonassessable Alley Paving Fund -- $117,000).  The total estimated cost for this project including the requested amount is $160,000.  This project is anticipated to be completed during the 2018 construction season.

 

13th Aldermanic District

 

Alley between W. Crawford Ave., W. Wilbur Ave., S. 14th St., and S. 15th St. (ST212070108)  File Number 080004: Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities where necessary.  (Assessable Alley Paving Fund -- $48,000; Nonassessable Alley Paving Fund -- $47,000).  The total estimated cost for this project including the requested amount is $95,000.  This project is anticipated to be completed during the 2018 construction season.

Whereas, The report of the Commissioner of Public Works has been filed with the City Clerk; and

 

Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works’ Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it

 

Further Resolved, That said Commissioner of Public Works is authorized and directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it

 

Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That projects W. Fairmont Ave. (ST212140103); W. Oriole Dr. (ST211170151); N. 24th Pl. (ST211170154);  N. Humboldt Ave. (ST212160105);  N. 34th St. (ST211180162);  W. Burleigh St. (ST212020130); W. Concordia Ave. (ST212050120);  S. 29th St. (ST211180167);  W. Morgan Ave. (ST212160111);  W. Cleveland Ave.(ST212180107);  W. Hayes Ave. (ST212160109);  W. Crawford Ave.  (ST212070108) will be billed after January 1, 2020, but not before 12 months after the project contract has been completed; and, be it

 

Further Resolved, That the following projects be deleted from the 2018 Paving Program:

N. Joseph Ave. - W. Tower Ave. to N. Pingree Ave.  (ST211180173).                     

S. Quincy Ave. - E. Layton Ave. to E. Bolivar Ave.  (ST211180166).
