Title

Resolution relative to application, acceptance and funding of the Municipal Health Services Program. (Health Department)

 

Analysis

This resolution authorizes the Health Department to apply for, accept and fund a Municipal Health Services Grant Program from the Center for Medicare and Medicaid Services, U.S. Department of Health and Human Services in the amount of $4,956,520.  The program grants waivers to allow City of Milwaukee Medicare recipients to be eligible for services not normally covered by Medicare.

 

BODY:

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Center for Medicare and Medicaid Services, U.S. Department of Health and Human Services to allow City of Milwaukee Medicare recipients to be eligible for services not normally covered by Medicare; and

 

Whereas, The operation of this grant program from 01/01/05 to 12/31/05 would cost $4,956,520 provided by the grantor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that application to the Center for Medicare and Medicaid Services, U.S. Department of Health and Human Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 030712(Grant Ordinance); and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant parent of the 2005 Special Revenue Accounts-Grant and Aid Projects fund, the following amounts for the program titled Municipal Health Services Program:

*  $ 4,956,520 estimated new entitlement and estimated program income of $800,000

 

2.  Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget to these Project/Grant values the amounts required under the grant agreement;

 

3.  Establish the necessary project values; and, be it

 

Further Resolved, That these funds are appropriated to the Health Department which is authorized to:

 

1.  Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.  Expend from the 2005 grant budget funds for training and out-of-town travel by departmental staff;

 

3.  Enter into subcontracts and leases as detailed in the grant budget; and

 

4.  Expend from the 2005 grant budget funds for equipment.
