This resolution authorizes and directs the Commissioner of Public Works to execute project agreements with the Wisconsin Department of Transportation to program and construct two segments of West Capitol Drive (STH 57 and 190) from North 60th Street to North Green Bay Avenue with Federal and/or State Aid. The total cost of these projects is $13,145,000, of which the City's share is estimated at $2,163,750. This resolution also authorizes and directs the City Comptroller to establish accounts and transfer funds for the project between North 35th Street and North Green Bay Avenue for preliminary engineering. The estimated preliminary engineering cost of this segment is $402,500, of which the city's share is $100,625. Preliminary engineering funds for the westerly segment of West Capitol Drive will be appropriated in a future resolution. __________________________________________________________________
BODY:
Whereas, Common Council Resolution File No. 981633, adopted March 23, 1999, authorized the execution of a Project Agreement with the Wisconsin Department of Transportation (WISDOT) for the programming of West Capitol Drive (STH 57 and 190) from North 60th Street to North Green Bay Avenue with Federal and/or State aid under the State Trunk Highway Improvement Program; and
 
Whereas, The WISDOT had scheduled the improvement of West Capitol Drive in the later years of their program; and
 
Whereas, Because of the desire to implement improvements in the easterly portion of the project due to its condition, the City requested WISDOT to advance the schedule for the eastern portion of the project; and
 
Whereas, WISDOT has agreed to split the project and have submitted a revised project agreement for the segment of West Capitol Drive between North 35th Street and North Green Bay Avenue and a new project agreement for the segment between North 60th Street and North 35th Street; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized and directed to execute a revised project agreement with the WISDOT for the following Federal/State aid projects:
 
1st and 10th Aldermanic Districts
West Capitol Drive (STH 57 and 190)North 35th Street to North Green Bay Avenue
 
;and, be it
 
Further Resolved, That the Commissioner of Public Works is hereby authorized and directed to execute a new project agreement with the WISDOT for the following Federal/State aid project:
 
1st, 2nd and 10th Aldermanic Districts
West Capitol Drive (STH 190) North 60th Street to North 35th Street
 
;and, be it
 
Further Resolved, That copies of the aforementioned project agreements are attached to Common Council Resolution File No. 991982, and are incorporated in this resolution by reference as though set forth in full; and, be it
 
Further Resolved, That the CPW is hereby authorized and directed to undertake or engage a consultant to undertake preliminary engineering for the improvement of the aforementioned projects and to reimburse the WISDOT for preliminary engineering costs they incur for the improvements; and, be it
 
Further Resolved, That the CPW is hereby authorized and directed to enter into an agreement with the WISDOT pertaining to the cost participation for the installation and/or modification of traffic control facilities in conjunction with the improvements of the aforementioned projects; and, be it
 
Further Resolved, That the CPW is hereby authorized and directed to install the traffic control facilities necessary in conjunction with the aforementioned projects, following the execution of the traffic control agreements, the cost of which will be included in future resolutions; and, be it
 
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield Values for preliminary engineering for the project from North 35th Street to North Green Bay Avenue (Expenditure) and transfer to any of these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:

Further Resolved, That the City Engineer is hereby authorized and directed to approve and make periodic payments to the WISDOT upon receipt of invoices for the City's share of costs of the above projects.
