Title
Substitute resolution authorizing the acceptance and expenditure of up to $2 million in grant funding from the Wisconsin Department of Financial Institutions for the demolition of blighted properties and approving a memorandum of understanding between the City of Milwaukee and the Wisconsin Department of Financial Institutions relating to this grant-funded blight elimination initiative.
Analysis
This resolution approves a memorandum of understanding between the Wisconsin Department of Financial Institutions and the City relating to the Department's commitment of up to $2 million to the City to offset costs incurred by the City in the demolition of vacant, abandoned homes. These grant funds will be disbursed to the City, on a reimbursable basis, through June 30, 2014. The resolution also authorizes the Commissioner of Neighborhood Services to accept and expend the grant funds in accordance with the terms and conditions of the memorandum of understanding.
Body
Whereas, The city of Milwaukee is currently plagued by the presence of hundreds of decaying, abandoned homes, many of which were left vacant as a result of the foreclosure crisis; and
Whereas, These homes, which are overwhelmingly single-family and 2-family structures concentrated on the North Side of the city, are havens for crime, are a visual blight on surrounding neighborhoods and have negative effects on the values of nearby properties; and
Whereas, Many of these homes are in such an advanced state of decay and dilapidation that they meet legal requirements for demolition and should be razed as soon as possible; and
Whereas, The Wisconsin Department of Financial Institutions has proposed to make available to the City of Milwaukee up to $2 million to be used for the demolition of vacant, abandoned homes; and
Whereas, This State funding would be made available to the City in accordance with the terms and conditions of the attached memorandum of understanding between the City and the Wisconsin Department of Financial Institutions; and
Whereas, Under the proposed memorandum of understanding, the City would be eligible for reimbursement of demolition costs at the rate of $10,000 per home demolished during the period extending from the date of adoption of this resolution through June 30,2014; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the attached memorandum of understanding between the Wisconsin Department of Financial Institutions and the City is approved; and, be it
Further Resolved, That the proper City officials are directed to execute this memorandum of understanding; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2013 Special Revenue -Grant and Aid Projects, the following amounts for the project titled: "Wisconsin Department of Financial Institutions Demolition Initiative":

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels, and budget against these Project/Grant values the amount required under the memorandum of understanding.
3. Establish the necessary City Share Project Values.
