Title

Resolution relating to application, acceptance and funding of a FY2025 Edward Byrne Memorial Justice Assistance Grant Program - Local Solicitation grant.

Analysis

This resolution authorizes the Milwaukee Police Department to apply, accept and fund a FY2025 Edward Byrne Memorial Justice Assistance Grant (JAG) Program - Local Solicitation grant from the U.S. Department of Justice Office of Justice Programs Bureau of Justice Assistance in the amount of $946,496.00 with a city share of $0 and a grantor share of $946,496.00. The purpose of the grant is to provide federal criminal justice funding to local governments. The City of Milwaukee will receive the award and make subawards to Milwaukee County and the Milwaukee Community Justice Council.  Funding will be used to pursue criminal justice activities.

Body

Whereas, Under the terms of CFDA #16.738, the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice to provide federal criminal justice funding to local governments; and

 

Whereas, The City will receive funds for the FY2025 JAG Program grant funds be used to pursue criminal justice activities; and  

 

Whereas, The City will be awarded the FY2025 JAG Program grant funds and Milwaukee County and the Milwaukee Community Justice Council will be subrecipients.

 

Whereas, The operation of this grant from 10/1/2024 to 9/30/2028 would cost $946,496.00 of which, $0 would be provided by the city and $946,496.00 (100%) would be provided by the grantor; now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2026 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled FY2025 Justice Assistance Grant (JAG) Program:

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;

 

3.  Establish the necessary City Share Project Values; and, be it

 

Further Resolved, That these funds are budgeted for the Police Department, which is authorized to:

 

1.                     Expend from the amount budgeted for specified purposes as indicated in the grant

budget and incur costs consistent with the award date;

 

2.                     Transfer funds within the project budget as long as the amount expended for each

specific purpose does not exceed the amount authorized by the budget by 10 percent.

 

3.                     Enter into agreements as detailed in the grant budget.
